Overview

The position emphasizes robust project management practices to design and implement transmission, sub-transmission, substation, distribution, and switchyard facilities, along with other electrical or non-electrical initiatives as necessary for Acord. The role involves the application of project management methodologies to ensure successful project delivery.

Key Responsibilities

  1. Leverage established management information systems to track budgetary, operational, and capital project activities.
  2. Develop and maintain project schedules for both expense and capital initiatives assigned to the department.
  3. Oversee contract management for the procurement of essential equipment and materials, as well as for civil and electrical construction and engineering services.
  4. Guide the preparation of comprehensive work plans and specifications required for significant project execution.
  5. Review and authorize expenditures within designated limits.
  6. Prepare and submit departmental capital and expense budgets for approval.
  7. Define project requirements for facility construction, including distribution, sub-transmission, transmission, and substations.
  8. Balance the engagement of consulting engineers to meet project design timelines while optimizing in-house resource utilization.
  9. Provide regular written or verbal updates on departmental responsibilities, including monthly project reports that detail financial and scheduling performance against the budget.
  10. Schedule, assign, and oversee the work of team members, offering training and mentorship while evaluating performance.
  11. Ensure that performance metrics are established for all departmental responsibilities.
  12. Engage in negotiations with state and municipal entities regarding modifications or relocations of company facilities.
  13. Direct the design coordination necessary for the interconnection of Acord facilities with other electric utilities.
  14. Participate in external committee roles with various organizations, authorized to make decisions and act on behalf of Acord as directed.
  15. Develop and implement a comprehensive Project Management Plan that outlines the appropriate tools and techniques to be applied throughout departmental processes.
  16. Present project and contract authorizations to the Acord Board of Directors.
  17. Maintain an ongoing inventory of system deficiencies earmarked for capital improvement projects.
  18. Perform other related duties as assigned.

Required Competencies

  1. Extensive knowledge of electric utility systems, operations, and construction practices. Familiarity with the Uniform System of Accounts, RUS design and construction standards, and the National Electrical Safety Code is essential.
  2. Understanding of the impact of cold weather on substation equipment performance and common construction practices in Alaska.
  3. Ability to identify electrical system needs and propose solutions that align with aesthetic, economic, and environmental considerations.
  4. Proven track record of successful project delivery utilizing recognized project management methodologies.
  5. Capacity to collaborate with other departments in the development of plans, contracts, and reports, while innovating methods for enhancing system and facility operations.
  6. Strong supervisory skills with the ability to foster effective working relationships. Excellent written and verbal communication skills are required.
  7. Proficiency in word processing, spreadsheet, database, presentation, and project management software.

Supervisory Duties

This position supervises Senior Project Engineers, Project Engineers, and Site Engineers, and may direct other division personnel as necessary.

Work Environment

Work is typically conducted in a standard office setting, with occasional field visits required for inspections and data collection in various weather conditions. Travel may involve flights in fixed-wing aircraft and helicopters, along with potential out-of-town meetings.

Qualifications

Education

A Bachelor's degree in engineering is required, with a preference for electrical engineering. Additional specialized training in electric utility design, construction, planning, and accounting is preferred. Registration as a Professional Engineer in Alaska or the ability to obtain such registration within one year is desired. A Master's degree in project management or Project Management Professional (PMP) certification is also preferred.

Experience

A minimum of five years of progressively responsible experience in engineering design or construction is required, including three years in supervisory and project management roles. Experience with high voltage (115 kV and greater) land and submarine cables is preferred. Candidates should possess electrical, mechanical, and architectural experience as necessary for comprehensive design, including familiarity with foundations and structures. Experience in organizing and supervising workgroups and coordinating plans with internal departments and external agencies is essential. Experience in a unionized environment is preferred.
