Position Overview:
Under the supervision of the Purchasing Supervisor, this role is essential in facilitating and supporting the Department's efforts in acquiring goods and services to meet its operational requirements through established state and agency-specific contracts.
Key Responsibilities: - Develop, solicit, assess, and recommend the awarding of both informal and formal bids that align with the Department's objectives.
- Organize pre-bid conferences, assemble evaluation committees, manage negotiations, and compile necessary documentation.
- Oversee contract management including requests for extensions or modifications.
- Conduct meetings related to contracts, including post-award discussions.
- Address conflict resolution and prepare reports such as vendor performance evaluations and file audits.
- Receive and review purchase requests for goods and services, ensuring compliance with procurement regulations; determine the appropriate procurement method, contract, and/or supplier.
- Process and authorize requisitions within the electronic procurement system, providing solutions and support for end users.
- Serve as one of the unit's P-card administrators.
- Offer training and guidance to end users regarding purchasing protocols, documentation, and contracts.
- Act as the primary information resource for assigned units on procurement regulations, departmental procedures, statewide and specific contracts, and assigned commodities.
- Represent the Department at various events.
- Perform additional duties as required.
The ideal candidate will possess knowledge of federal and state procurement laws, funding regulations, contract management, governmental contracting, and financial data analysis. Candidates should demonstrate strong negotiation skills, effective verbal and written communication, and the ability to evaluate and interpret programmatic and fiscal data in accordance with applicable laws. Proficiency in executing procurement tasks efficiently and utilizing computer software for documentation is essential.
Preferred Qualifications:A preferred candidate will hold an Associate's or Bachelor's degree in accounting, business, communication, or a related field. Certification in public procurement or a comparable professional credential is also advantageous.
Pre-Employment Requirements:If driving is a necessary function of this position, candidates must possess a valid driver's license, complete all required training, and pass necessary driving record checks. All newly hired employees will be subject to the E-Verify Employment Eligibility Verification program.
