POSITION SUMMARY

IREX is in search of a Broadcast Engineering Specialist to assess broadcast transmission proposals from program collaborators, create maps to illustrate signal propagation for program partners, and offer additional technical guidance to ensure that transmission systems and equipment are suitable for their intended functions and are technically robust.

IREX collaborates with various program partners (both radio and television) that deliver Arabic-language broadcasts, including news and informational programs, to audiences in Syria. The equipment and studios of program partners may face risks such as military conflict, confiscation, and vandalism. Additionally, program partners may be required to introduce new services to different regions based on evolving circumstances and strategic choices. This ever-changing landscape often necessitates investment in new transmission systems or relocation of existing systems.

DUTIES AND RESPONSIBILITIES

Selected candidates will:

  • Conduct regular technical evaluations of all broadcast transmission system designs submitted by media program partners, IREX personnel, and consultants, assessing transmission equipment and systems to ensure they are appropriate and capable of fulfilling their intended purposes in the most effective and economical manner;
  • Design transmission systems tailored to meet the needs of media program partners.
  • Generate transmission propagation maps for media partner stations, illustrating expected coverage of transmission systems operating under various power and antenna configurations while considering environmental factors such as terrain;
  • Provide electronic files, packages, and printouts of all documents received from media partners during the assignment to IREX as required.

SKILLS AND EXPERIENCE

  • A minimum of seven (7) years of experience in television, radio, and/or online roles involving technical and engineering design, management, or operations (10+ years' experience is preferred)
  • Proven experience as a trainer in broadcast television, radio, or a related field (3+ years' experience is highly desirable)
  • Experience in political transition and conflict/post-conflict environments is preferred.
  • Experience in the MENA (Middle East/North Africa) region is preferred.
  • A strong professional reputation will be considered in the evaluation of candidates. Candidates should include professional references within their CVs, ideally from the broadcast outlets where they have radio and/or television experience or for which they have provided training.
  • Exceptional communication and presentation skills
  • Strong English-language writing skills for training assignment reports are required.
  • Advanced or native proficiency in Arabic is strongly preferred.

  • Strong interpersonal skills, particularly in multicultural settings
  • Ability to perform under pressure
