As a key member of the Human Resources team for the Commonwealth of Virginia, the Career Advancement Program Manager plays a vital role in the execution, coordination, and supervision of the agency's career advancement initiatives, policies, and performance metrics. Utilizing evidence-based methodologies, this role will design and implement career development initiatives that aim to enhance recruitment, retention, and overall success of all employees within the agency. The incumbent will be responsible for creating and executing strategic programs that focus on internal mobility, skill enhancement, and improving the overall employee experience.

Essential Qualifications

Strong understanding of organizational development with an emphasis on career progression, training, and insights into human behavior and Systems Theory. Extensive knowledge of human resources principles, practices, and procedures. Proven ability to act as a strategic partner and influence staff across various levels within the organization. Exceptional project management skills to manage multiple priorities effectively. Strong communication and leadership abilities with a focus on customer service. Proficient in leveraging technology and delivering presentations to diverse groups. Advanced analytical and technical skills, including proficiency in Excel, Word, PowerPoint, and various information systems.

Additional Considerations

Proven experience in leading and implementing career advancement programs. Demonstrated capability to supervise others effectively. Certification in Human Resources (e.g., CP, SCP, PHR, or SPHR) is preferred.
