Description

This role entails the responsibility of assessing the eligibility of drivers' licenses and vehicle registrations through a meticulous examination of applications and a variety of supporting documentation. The position involves processing numerous transactions related to the licensing of motor vehicle operators and the registration of vehicles. Work is conducted under general supervision, with more complex issues being escalated to supervisory personnel. The Motor Vehicle Clerk will be assigned to a satellite office and will perform related duties as necessary.

Key Responsibilities
  • Evaluate and process applications for various types of licenses, learner permits, and registrations, including REAL and Enhanced drivers' licenses;
  • Verify supporting documents such as proof of ownership, insurance coverage, and vehicle inspections for accuracy and completeness;
  • Calculate, receive, and manage fees associated with transactions;
  • Administer vision tests and learner permit examinations;
  • May handle, count, and store license plates, stickers, documents, forms, and other supplies;
  • Capture photographs for identification purposes;
  • Assist applicants in accurately completing forms and respond to routine inquiries both in person and via phone;
  • Adhere to departmental standards for customer service;
  • Act as the primary contact for customer inquiries;
  • Address and analyze customer complaints;
  • May be tasked with typing minor records and reports where advanced typing skills are not required;
  • Utilize computer equipment, scanning devices, and document authenticators in processing applications;
  • May be responsible for calculating sales tax and maintaining related records;
  • May assist with other duties in the County Clerk's Office during less busy periods;
  • Perform additional related tasks as assigned.
Essential Knowledge, Skills, and Abilities: Proficient understanding of office terminology, procedures, and equipment; basic knowledge of arithmetic and English; ability to learn relevant sections of the Motor Vehicle and Traffic Law related to licensing and registrations; accurate typing skills; effective oral communication abilities; capacity to interact positively with others and engage effectively with the public; clerical aptitude; physical condition suitable for the demands of the position.

Typical Qualifications

Applicants must fulfill all requirements outlined in the qualification table to be considered for examination and/or appointment:

Qualification Option #1
Training/Education: Graduation from high school or possession of a high school equivalency diploma.
General Experience: One year of full-time, paid clerical experience involving the use of computers and three months of direct public interaction.
Supervisory Experience: Not applicable.
License/Certification: None required.
Other Requirements: Refer to Special Qualifications below.
Part-time service will be credited proportionately toward experience requirements.

Supplemental Information
  1. Applicants must be United States citizens.
  2. Prior to appointment, candidates must undergo a criminal history background check as required for processing REAL and Enhanced drivers' licenses and as deemed necessary by the appointing authority. This will involve fingerprinting and the execution of necessary releases. Applicants must not have any disqualifying criminal offenses.
  3. Prior to appointment, candidates must consent to and provide necessary information for reference checks as required for processing REAL and Enhanced drivers' licenses and as deemed necessary by the appointing authority.
NOTE: 49 CFR § outlines disqualifying criminal offenses. 15 NYCRR §3.3(f) details special qualifications.

PROVISIONAL APPOINTMENT NOTICE:
An individual receiving a provisional appointment must take the examination for the position title on the next occasion it is offered. To be eligible for a permanent appointment, the provisional appointee must pass the exam and be ranked accordingly. It is important to note that even if eligible, the employer may select another candidate for the permanent position. If appointed from the eligible list, the appointee will serve a probationary period starting from the date of appointment from the list. Inquiries regarding provisional appointments should be directed to the Livingston County Human Resources Department.
