Position Overview

Merjent, Inc. is in search of an Environmental Compliance Specialist to collaborate closely with our esteemed clients and project teams in overseeing and securing permits for a diverse range of utility infrastructure initiatives, primarily within Pennsylvania. These initiatives encompass both linear projects (such as natural gas and electric lines) and standalone facilities (including renewable energy generation and substations). The scope of work will vary from expedited operations and maintenance tasks to extensive, multi-year projects characterized by intricate timelines and requirements.

This role necessitates ongoing coordination with clients and internal teams. The successful candidate will lead project evaluations and permit analyses, apply for and secure essential environmental permits and approvals, and ensure adherence to regulatory standards. The Environmental Compliance Specialist will work alongside Merjent's resource experts to conduct necessary field assessments, specialized resource evaluations, GIS outputs, and other project-specific demands. A strong understanding of federal, state, and local environmental regulations pertinent to utility and energy projects in Pennsylvania is essential.

Key Responsibilities

The following responsibilities outline the general duties expected of an employee in this role. Actual responsibilities may vary:

  • Collaborate with Project Managers and/or take on Project Manager responsibilities to oversee various utility infrastructure projects for clients operating in Pennsylvania.
  • Review and draft permit applications for federal, state, and local authorizations related to wetland and waterway crossings, protected species and cultural resources impacts, erosion and stormwater management, and floodplain zoning.
  • Ensure that clients and projects receive comprehensive environmental guidance, secure necessary permits and approvals, and maintain compliance with applicable laws and regulations in Pennsylvania.
  • Coordinate with internal project teams and/or subcontractors to complete essential resource evaluations.
  • Provide project scheduling and cost estimations, ensuring adherence to these expectations.
  • Engage with both internal and external clients to uphold Merjent's reputation for excellence and integrity.
Required Qualifications and Experience

The ideal candidate will possess the following qualifications and experience:

  • B.A. or B.S. in Environmental Science, Biology, or a related discipline.
  • A minimum of 5 years of experience in utility-focused environmental permitting within Pennsylvania, demonstrating successful collaboration with the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, State Historic Preservation Office, Pennsylvania Department of Conservation and Natural Resources, Pennsylvania Department of Environmental Protection, and local governmental entities.
  • Strong self-motivation and exceptional organizational/task management capabilities.
  • Ability to manage multiple tasks, adapt swiftly, work effectively under pressure, both in team settings and independently, and analyze, organize, and interpret data from various sources to produce clear, concise written deliverables.
  • Detail-oriented with strong problem-solving abilities.
  • Excellent verbal communication and technical writing skills. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with technical editing and ArcGIS is a plus.
  • Willingness to travel as required (0-20%), depending on project needs. Some fieldwork may be necessary based on background and/or interest.
