Key Responsibilities:
  • Act as a strategic financial consultant to organizational leaders, performing financial analytics and supporting executive discussions on investment strategies and resource allocation.
  • Utilize federal financial policies and conduct thorough financial analyses for IT investments.
  • Provide comprehensive analysis and insights to governance boards, including budget execution reviews and investment assessments; document results in reports and presentations.
  • Collaborate with leadership to identify and address funding challenges.
  • Serve as a trusted financial partner to IT management.
  • Conduct cost-benefit analyses for significant business initiatives influencing investment decisions.
  • Review and interpret federal planning guidance; engage with internal and external stakeholders to ensure alignment and track progress.
  • Evaluate investment requests for consistency with strategic objectives and historical budget submissions.
  • Analyze past budgeting efforts to extract lessons learned and propose enhancements for future initiatives.
  • Facilitate collaboration across departments to gather necessary data for financial reporting and internal assessments.
  • Assist in the preparation of budget submissions and reconciliations related to congressional directives.
  • Identify discrepancies in budget narratives and prepare justifications for significant changes.
  • Analyze congressional feedback on budget submissions and recommend improvements.
  • Work within an integrated team to engage with program offices and senior leadership.
  • Exhibit strong written communication skills for reviewing and editing documents.
  • Support the creation of management-level presentations and deliver briefings as required.
  • Identify key decision points for governance boards and document financial decisions.
  • Utilize advanced analytical tools and methodologies for data analysis.
  • Demonstrate proficiency in spreadsheet and database applications.
Qualifications:

Essential:
  • Active TS/SCI clearance, CI polygraph preferred.
  • At least 20 years of professional experience, with a minimum of 15 years in relevant financial roles.
  • Bachelor's degree in a related field such as Accounting, Finance, or Business Administration, or equivalent combination of education and experience.
  • Expertise in relational databases and advanced proficiency in Microsoft Excel.
  • Recent experience in financial analysis and program management within the federal sector.
  • Knowledge of IT portfolio management practices and principles.
  • Experience with budgeting processes and key financial documents.
  • Recent involvement in federal financial planning and analysis.
Preferred:
  • Familiarity with organizational strategies and structures.
  • Advanced degree in a relevant discipline.
  • Recent experience in financial management roles within government organizations.
