Position Overview

As a proud Women-Owned Small Business, we are in search of a skilled Hatchery Genetic Management Plan (HGMP) Specialist to contribute to our mission.

This role involves collaboration with various stakeholders, including the National Marine Fisheries Service (NMFS) and the California Department of Fish and Wildlife (CDFW), to enhance hatchery practices and mitigate impacts on natural fish populations. The selected candidate will play a pivotal role in the development of HGMPs under the Endangered Species Act (ESA), ensuring compliance and promoting the recovery of at-risk salmon and steelhead species.

Key Responsibilities:

  • Participate in regular meetings with Hatchery Technical Teams (HCT) and Advisory Teams (TAC) to integrate feedback into planning documents for salmonid hatchery initiatives.
  • Assist in drafting and revising Hatchery Genetic Management Plans (HGMPs) and Fishery Management Plans (FMPs), ensuring clarity and legal defensibility.
  • Collaborate with NMFS and co-managers to develop HGMP/FMP chapters that outline program objectives, operational protocols, and monitoring strategies.
  • Independently write and edit ESA HGMP and FMP documents, incorporating feedback from various stakeholders to finalize submissions.
  • Revise HGMPs to propose solutions for specific management challenges and recommend operational adjustments based on monitoring outcomes.
  • Conduct thorough reviews of scientific documents and reports to assess potential environmental impacts related to hatchery operations.
  • Engage with applicants and experts to devise strategies that minimize ecological impacts and address regulatory concerns.
  • Provide additional support for consultations, recovery planning, and habitat conservation initiatives as needed.

Deliverables:

  • Prepare and revise draft HGMPs and FMPs quarterly, incorporating input from co-managers and technical teams.
  • Compile and organize records following the completion of assessments, ensuring compliance with relevant laws and policies.

Qualifications:

  • A Bachelor’s degree in a relevant field (e.g., fisheries, oceanography) with a minimum of four years of related experience; a Master’s degree or Ph.D. is preferred.
  • Demonstrated experience in policy analysis related to fisheries or renewable natural resources.
  • Strong written and verbal communication skills to convey complex biological and policy information effectively.
  • Ability to work autonomously, demonstrating initiative and problem-solving capabilities.
  • Knowledge of salmon and steelhead hatchery programs and their ecological impacts.
  • Familiarity with the National Environmental Policy Act is advantageous.
