Position Overview

We are currently seeking a Hatchery Genetic Management Plan Specialist to collaborate with various agencies, including the National Marine Fisheries Service (NMFS) and the California Department of Fish and Wildlife (CDFW).

Key Responsibilities

The selected candidate will:

  • Participate in regular meetings with Hatchery Technical Teams (HCT) and Advisory Teams (TAC) to integrate recommendations into planning documents for salmonid hatchery programs.
  • Assist in drafting and revising Hatchery Genetic Management Plans (HGMPs) and Fishery Management Plans (FMPs), ensuring all documents are clear, well-structured, and legally sound.
  • Collaborate with NMFS and co-managers to develop HGMP/FMP chapters that detail program objectives, operations, and monitoring protocols.
  • Independently write and edit ESA HGMP and FMP documents for hatchery programs, ensuring clarity and logical flow of information.
  • Incorporate feedback from various stakeholders, including NMFS and co-managers, to finalize documents.
  • Revise HGMPs to propose alternatives and solutions for fishery management challenges and enhance operational effectiveness.
  • Review and produce technically sound ESA and NEPA documents that comply with scientific and governmental standards.
  • Coordinate with experts to develop strategies for minimizing ecological impacts and resolving regulatory issues.
  • Provide additional support for consultations, recovery planning, and habitat conservation initiatives.
Deliverables

The specialist will be responsible for:

  • Preparing and revising draft HGMPs and FMPs quarterly based on input from co-managers and technical teams.
  • Submitting up to four draft HGMPs/FMPs for review and approval by co-managers.
  • Compiling and organizing records following the completion of assessments in accordance with relevant laws and policies.
Qualifications

The ideal candidate will possess:

  • A Bachelor's degree in a relevant field (e.g., fisheries, oceanography) with a minimum of four years of related experience, or a Master's degree or Ph.D.
  • Experience in policy analysis related to fisheries or renewable natural resources.
  • Strong communication skills to convey biological and policy information effectively.
  • Ability to work independently and demonstrate problem-solving skills.
  • Knowledge of salmon and steelhead hatchery programs and their ecological impacts.
  • Familiarity with the National Environmental Policy Act.
