Job Summary

The California State Controller's Office is seeking an experienced IT Manager I – Client Services and Data Manager to oversee the activities of technical staff performing the creation and delivery of architectural documentation, interagency agreements, reports, data analytics, and payroll data from multiple legacy systems to a new cloud-hosted software solution.

Key Responsibilities
  • Develop and maintain service level agreement standards and processes for internal and external parties participating in the technical implementation of the project.
  • Participate in the technical workload planning and change advisory board activities for the project, including prioritization, solution assessment, level of effort estimations, and analysis for new or changed technical implementation.
  • Oversee the creation and adoption of architectural documentation for the systems and processes, including diagrams, workflows, operations, capabilities, and other technical environment descriptors for industry standards.
  • Ensure the execution of the future HR and Payroll solution reporting activities, data warehousing, and business intelligence requirements are met, and oversee the development of operational reports, dashboards, and analytics.
  • Coordinate with the CSPS Functional Team and the SCO Information Systems Division to develop an overall Reporting Team strategic plan for operations.
  • Monitor progress and resolve risks and issues by providing proactive plans, contingencies, and mitigations.
  • Participate in data governance and data publishing, and consult with stakeholders on data mining activities, providing models, standards for project documentation.
  • Identify and interpret data, using statistical techniques, and provide ongoing reports for strategic planning efforts.
  • Ensure effective management of all resources assigned to the project, including state staff and vendor staff, and lead and provide strategic direction to the project team and vendor staff to ensure project processes are followed.
  • Develop and maintain effective communication and working relationships within the department and amongst contracted vendor representatives, State control agency administrators, governmental entities, and outside stakeholders.
  • Ensure subordinate staff comply with all of the Department's policies, office standard operating procedures, and protocols, and perform and oversee responsibilities related to staff management and development.
Requirements
  • Knowledge of data, analytic, and metric toolsets.
  • Knowledge of emerging technologies and their application to business processes.
  • Knowledge of the Systems Development Lifecycle (SDLC) principles and practices.
  • Knowledge of personnel management principles, supervision, and training.
  • Knowledge of the California Project Management Framework.

  • Ability to make critical and timely decisions.
  • Ability to develop and foster collaborative working relationships.
