Job Summary

You will serve as the Environmental Planning Program Manager in the Fleet Environmental Readiness Division (N465) within the Fleet Civil Engineer Directorate (N46) of the U.S. Pacific Fleet.

About the Job

This position is open to current federal employees of the U.S. Pacific Fleet, career transition candidates, veterans, individuals with disabilities, military spouses, and special authorities.

Key Responsibilities

You will collaborate with marine species and natural resources Program Managers, Environmental Compliance Managers, as well as other supporting organizations. You will prioritize projects and oversee service providers to ensure progress towards meeting goals. You will coordinate with supporting service providers and financial analysts to budget for current and future environmental projects across multiple fiscal years. You will present budget briefs and provide justification to defend budget positions. You will act as a subject matter expert during the creation of Navy policy, guidance, and directives. You will draft and propose changes to DoD policy, instructions, and guidance relevant to the Environmental Planning Program.

Requirements

Must be a U.S. citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector participating in developing and overseeing an Environmental Planning Program, performing budget analysis and planning, supporting training and/or exercise schedules, or creating solutions to program issues to ensure compliance with strict environmental laws and regulations.
