POSITION TITLE: Capital Asset Specialist

DEPARTMENT: Capital Improvement

REPORTS TO: Director of Capital Assets and Construction

Salary Range: $52,000 - $58,000

General Overview

The objective of this role is to oversee and manage public housing construction and renovation initiatives, ensuring adherence to construction documentation, timelines, budget estimates, and compliance with U.S. Department of Housing and Urban Development and DHC regulations. This position operates under the general supervision of the Capital Asset Manager.

Key Responsibilities

  1. Supervise construction initiatives to guarantee that methods, materials, equipment, and systems align with sanctioned project plans, specifications, and quality standards.
  2. Document construction advancements, including shop drawings, workforce, schedules, delays, modifications, payments, and other factors impacting the project.
  3. Maintain communication with DHC property managers, private management firms, residents, contractors, project managers, and consultants to address on-site issues and uphold project timelines and budgets.
  4. Oversee Capital Fund Procurement, evaluate procurement activities, and manage budget allocation and expenditure.
  5. Ensure adherence to DHC standards throughout all projects.
  6. Coordinate internal communications within DHC regarding project-related service interruptions to utilities and traffic to minimize conflicts and avoid delays.
  7. Interpret blueprints and specifications for contractors to ensure compliance and seek additional information from the project architect as needed; suggest modifications to facilitate construction.
  8. Engage with contractors, architects, and owners to discuss alterations and effective solutions to project challenges; track and document change orders from inception to completion.
  9. Conduct procurement actions to ensure compliance with DHC's procurement policies and secure necessary professional services and construction contracts.
  10. Perform regular inspections of DHC properties to evaluate the condition of major systems and overall building integrity.
  11. Review and recommend approval of contractor payments for materials received or utilized and work completed during specified periods.
  12. Examine contracts and manage change orders and contract amendments.
  13. Prepare daily reports on project activities and other analyses detailing progress, challenges, and suitable recommendations.
  14. Monitor Davis-Bacon labor standards payroll submissions and conduct employee field interviews.
  15. Assist with final inspections of equipment and systems.
  16. Review projects at the conclusion of the warranty period for compliance issues.
  17. Conduct quality assurance evaluations of units (PHAS indicators).
  18. Stay informed about federal, state, and local laws and standards, as well as HUD regulations concerning public housing.
  19. Respond to urgent maintenance requests.
  20. Participate in construction program meetings.
  21. Create bid documents that may encompass scopes of work, specifications, drawings, and estimates.

Other duties may be assigned as necessary.

Required Knowledge, Skills, and Abilities

  1. Familiarity with architectural, engineering, and construction contract processes and procedures.
  2. Understanding of HUD and other relevant Federal, State, and local policies, procedures, and regulations related to procurement, design, construction, and environmental issues.
  3. Knowledge of essential building systems for multi-family and single-family structures.
  4. Proficiency in construction-related software, including estimating, project management, and scheduling tools.
  5. Ability to plan, oversee, and coordinate public housing projects effectively.
  6. Strong negotiation and communication skills with contractors.
  7. Capability to analyze proposed contract modifications and make informed decisions.
  8. Ability to foster effective working relationships with management companies, contractors, government officials, staff, residents, and the public.
  9. Knowledge of project design principles, construction management, and procurement practices.
  10. Familiarity with standard office procedures and equipment.
  11. Effective verbal and written communication skills regarding technical issues.
  12. Ability to prepare and evaluate design specifications and project proposals.
  13. Strong organizational skills to manage multiple priorities and tasks.
  14. Sound judgment in decision-making in accordance with industry standards and regulations.
  15. Proficiency in standard office productivity software relevant to construction activities.

Physical Requirements and Work Environment

This role involves both office and construction site environments. The incumbent must be capable of operating various office machines and moving or carrying objects weighing up to 20 pounds. Frequent site visits are required, including traversing construction areas, inspecting renovation projects, and climbing ladders. The position may involve standing or walking for extended periods.

Other Considerations

The incumbent must possess a valid state driver's license, be insurable, and pass background checks and drug screening tests as required. Willingness to work traditional and non-traditional hours, including weekends, may be necessary. Additional specialized training may be required.

Minimum Qualifications (Education/Experience)

A bachelor's degree or an associate degree with relevant work experience is required. Preferred fields of study include Project Management, Construction Management, Engineering, Business Administration, or related disciplines. Work experience demonstrating a responsible history in construction or affordable housing may be considered in lieu of a bachelor's degree.

Legal Considerations

While marijuana is legalized under state law, it remains illegal under federal law. As a federally funded agency, DHC prohibits employees from using or possessing any form of marijuana. Applicants testing positive for marijuana during pre-employment screenings will be ineligible for employment.
