The Strategic Communications & Public Affairs Specialist will be responsible for organizing and executing communications initiatives within the DHA FE framework. This role collaborates with leadership to develop and implement a comprehensive communications strategy concerning the deployment of LogiCole across various Defense Health Networks and Military Treatment Facilities. The specialist will work closely with both FE and FOB leadership to define communication needs and facilitate consensus through collaborative workgroups. Clear messaging will be crafted and disseminated through diverse channels, including SharePoint, newsletters, reports, presentations, media releases, and events. This position serves as a liaison between DHA FE branches and sections on critical communications projects.
Key Responsibilities
- Advocate for communication program requirements in alignment with senior executive support for various medical programs globally.
- Standardize the strategic communications methodology across the division.
- Encourage multi-disciplinary input and continuously integrate best practices into program and project tools.
- Effectively communicate programmatic and technical needs to senior executives, organizations, contracting agents, and industry partners.
- Assist in resolving issues as they arise.
- Ensure efficient execution of programs and projects by maintaining a seamless flow of information among stakeholders.
- Contribute to the development of program presentations.
- Provide insights on policy and implementation as necessary.
- Establish strategies to enhance access to and communication of Policies, Standard Operating Procedures, and Facilities Information, Instruction, & Guidance Bulletins.
- Assist in formulating a formal process for government review and approval of communications initiatives.
- Coordinate efforts with JMLFDC and the technical developer of LogiCole as new projects arise, developing strategies for effective communication to the field.
- Manage SharePoint support as required.
- Support the FOB Training Manager with training sessions and webinars.
- Develop newsletters for the Branch and/or FE.
Qualifications
- Bachelor's Degree in English, Communications, Journalism, or a related field where writing for public consumption was a significant component, or equivalent experience acceptable to the government.
- A minimum of three (3) years of experience in communications management, project management, or administration in a related field.
- Three (3) years of experience with DMLSS-FM module or LogiCole development.
- General understanding of operations at higher-level staff, including DoD, OSD, Combatant Commands, Joint Staff, DRUs, and Services HQ Staff.
- In-depth knowledge of DoD and military department operations to direct complex staff actions requiring familiarity with military command structures and organizational roles.
- Ability to assess staff actions, proposals, orders, and plans in relation to DHA's and DoD's strategic objectives, regulations, and policies, with the capacity to recommend corrective actions as needed.
- Strong analytical skills to translate DHA program and mission objectives into actionable plans within federal regulations and DoD guidelines.
- Possess an active favorable NACI.
Preferred Skills
- Working knowledge of LogiCole.
- Proficient in Microsoft Office Suite and familiar with project management software.
- Experience in managing and adhering to strict budgets.
- Exceptional verbal and written communication skills.
- Strong multitasking, prioritization, and time management abilities.
- Thorough understanding of project management principles.
- Experience in DoD Healthcare Support.
- Familiarity with DoD medical treatment facility operations and effective communication with healthcare professionals.
- Excellent client-facing and internal communication skills.
- Knowledge of the DMLSS FM Module and current National Fire Protection (NFPA) codes applicable to healthcare.
