Environmental Compliance Specialist

We are seeking an experienced Environmental Compliance Specialist to join our team at Surf To Snow Environmental Resource Management. The successful candidate will be responsible for supporting the California High-Speed Rail project under the general direction of the Program Delivery Services Assistant and Deputy Assistant of Environmental Services Managers.
The Environmental Compliance Specialist will work closely with the Environmental Compliance Manager to conduct data entry and prepare reports in the Authority's proprietary environmental compliance database management application, EMMA. In this role, the Environmental Compliance Specialist will analyze and enter the Authority's environmental commitments as documented in the Mitigation, Monitoring, and Reporting Plan and regulatory permits into EMMA and support compliance implementation, documentation, and reporting for project sections under construction.
The ideal candidate will possess a strong understanding of environmental regulations, including NEPA, CEQA, and permits and approvals under Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish & Game Code, among others.
Key Responsibilities:
- Conduct data entry and prepare reports in EMMA
- Analyze and enter environmental commitments into EMMA
- Support compliance implementation, documentation, and reporting
- Interact with regulatory agency staff to answer routine construction compliance questions
- Assist with document controls in SharePoint and other applications
- Assist with construction-phase compliance reporting
Requirements:
- Bachelor's degree
- At least 7 years of experience in environmental planning and/or construction compliance
- Demonstrated ability to work with database management applications
- Familiarity with major State and federal environmental laws
- Experience working on large, complex environmental compliance programs
- Self-starter, must be able to work well independently
- Experience in construction compliance tracking, documentation, and reporting
- Biology or conservation background
- Experience with design-build contracting and construction processes
