Job Description

City of New York is seeking a highly skilled Senior Counsel to join our team at the Mayor's Office to End Domestic and Gender-Based Violence (ENDGBV). As a key member of our team, you will play a critical role in developing policies and programs to prevent domestic and gender-based violence, and provide support to survivors of these crimes.



Job Summary

The Senior Counsel will report directly to the First Deputy Commissioner and will be responsible for a broad scope of legal duties, including contracts, ethics, FOIL, litigation, and record retention. You will work closely with other City agencies and community-based organizations to ensure compliance with relevant laws and regulations.



Key Responsibilities

  • Draft, review, negotiate, and execute contractual agreements related to fiscal and programmatic matters
  • Ensure compliance with the rules of the Conflict-of-Interest Board and coordinate annual conflict of interest staff trainings
  • Manage Freedom of Information Law requests in collaboration with Counsel to the Mayor's Office
  • Manage litigation-related activities in collaboration with the NYC Law Department
  • Ensure the Office is in compliance with the City's rules around record keeping in partnership with the Department of Records and Information Services (DORIS) and other designated city agencies
  • Support or lead other special projects and duties, as assigned


Requirements

To be successful in this role, you will need:



  • A master's degree from an accredited college or university in a relevant field such as law, public administration, or a related field
  • Two years of satisfactory full-time professional experience working in one or a combination of the following areas: budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research or program evaluation, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management
  • Strong knowledge of New York City law and policy, including ethics
  • Superior writing skills and attention to detail, with a demonstrated ability in drafting contracts and/or other legal documents
  • Excellent legal judgment, strong decision-making and leadership skills, and an effective self-starter with the ability to work both independently and in a diverse team environment with all levels of supervisory and frontline staff
  • Excellent time management and organizational skills, including the ability to balance competing priorities, complex situations, and tight deadlines
  • Strong communication, interpersonal, collaborative, and creative problem-solving skills


Preferred Qualifications

  • A JD from an ABA accredited educational institution, plus three to five years of full-time professional experience following graduation and admitted to practice law in the State of New York
  • Demonstrated ability to work on a wide variety of legal matters, with prior government, civil legal, criminal justice and/or contracts experience
  • Strong interest in working in the field of gender-based violence and/or a commitment to public service


Salary and Benefits

The estimated salary for this position is $85,000 - $110,000 per year, depending on experience. As a City of New York employee, you will be eligible for a comprehensive benefits package, including health, dental, and vision insurance, retirement savings, and paid time off.
