Department Overview

The Electric Asset & Regulatory division is tasked with overseeing the quality, engineering, and planning of the electric system, alongside asset quality strategy and risk management across various asset families, including transmission, distribution, and substations. This centralized, risk-informed strategy enables PG&E to effectively manage electric risks, asset health, interconnections, and performance by adhering to consistent standards, methodologies, prioritization, and program sponsorship, while leveraging insights from inspections and asset data to guide asset management decisions. This role is accountable for asset planning and strategy, standards and methodologies, and asset data management within Electric Engineering and Operations.

Position Summary

The role of Expert Business System Specialist is pivotal in ensuring that departmental initiatives and programs achieve their objectives within budget and timelines by enhancing employee engagement and utilization. Key responsibilities include public safety and compliance under the Quality Management Training & Project (QMTP), Risk Management, Governance, Quality Planning, Quality Management System (QMS), Continuous Improvement, Change Management, Problem Solving, Auditing, and Training & Development. By utilizing the PG&E Lean Playbook, change management processes, quality engineering principles, and ISO 55001/9001 standards, this position will lead and collaborate on the human aspects of change, which includes spearheading the Change Management Program for the organization, encompassing PMO, standards, procedures, and preparing and equipping personnel to adopt and implement changes to data, processes, and technologies that impact staff.

This position operates in a hybrid capacity, with remote work and on-site presence based on business requirements. The designated work location will be within the PG&E Service Territory.

Compensation

PG&E provides a salary range that reflects the company's good faith belief regarding potential compensation for this position at the time of posting. This range is specific to the job's locality. Actual salary will be determined based on various factors, including specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. While it is anticipated that the successful candidate will be positioned towards the midpoint or entry point of the range, decisions will be made on a case-by-case basis.

Salary Range:

Bay Area Minimum: $118,000

Bay Area Midpoint: $153,000

Bay Area Maximum: $188,000

Job Responsibilities

  • Develop and maintain comprehensive change management policies and procedural documentation, including frameworks, playbooks, and templates.
  • Formulate and identify change management strategies, policies, and plans for the entire value stream and stakeholders to ensure smooth adaptation and risk mitigation of planned changes initiated by the department or external departments.
  • Oversee all facets of change management, including facilitating various change meetings, conducting assessments, and planning for risk mitigation.
  • Manage change management operations, including reporting on projects, maintaining a repository of lessons learned, preparing and facilitating change review sessions, and generating weekly communications.
  • Act as a liaison and facilitator in stakeholder meetings in collaboration with the Business Process Lead, Product Owner, and/or Project Manager.
  • Report on change management KPIs and metrics as required.
  • Support and engage in all tasks related to QMTP business processes as necessary.
  • Contribute significantly to teams that define, review, and approve requirements for business solutions.
  • Analyze and document business requirements for complex projects.
  • Examine end-to-end complex business processes and coordinate with Lines of Business (LOB) in alignment with ISO 55001/9001.
  • Anticipate concerns and questions, providing proactive, timely, and professional communications or delegating as appropriate.
  • Contribute to and develop business case documentation.
  • Identify, propose, and influence solutions to complex quality challenges.
  • Guide and lead Advanced Parts Quality Planning (APQP) deployment for quality planning and project management to ensure successful outcomes.
  • Utilize various quality tools and SPC tools to analyze complex issues, formulating and implementing solutions for successful results.
  • Perform other duties and responsibilities as assigned.

Qualifications

Minimum Requirements:

  • Bachelor's degree in engineering, science, or a related field, or equivalent experience.
  • Experience in change management, including leading and delivering change initiatives on projects.
  • Project management experience, including risk management and mitigation planning.
  • Minimum of 7 years of job-related experience.

Desired Qualifications:

  • Graduate degree or equivalent experience.
  • Certification in PMP and/or Change Management.
  • Experience in quality management systems within the utility industry.
  • Certification as a Lead Auditor/Internal Auditor for ISO 9001/ISO 55001.
  • Experience with enterprise-level Lean deployment.
  • Experience in Operational Quality Management, Engineering, and Data Science.
  • Experience in Lean deployment and Quality Management System implementation.
  • Experience in fast-paced operational environments or business process improvement.
  • Certification in Change Management.
  • Ability to foster buy-in and cooperation for change management implementation among various stakeholders.
  • Experience in Advanced Product Quality Planning (APQP).
