The primary objective of this role is to safeguard the health, safety, and welfare of the community while enhancing the quality of life in Farmers Branch through the education and enforcement of various regulatory standards related to property upkeep, minimum property requirements, business operations, signage, licensing, waste management, zoning, and other assigned regulations.

Key Responsibilities:

As a Lead Code Compliance Specialist, you will be expected to:

  • Manage a diverse range of standard to advanced code enforcement activities on properties within the jurisdiction to evaluate adherence to city regulations.
  • Assist in project and program coordination duties as designated, providing direct support to the Code Compliance Supervisor as necessary.
  • Effectively handle a designated caseload as determined by the Code Compliance Supervisor, which includes conducting both proactive and reactive inspections across various property types.
  • Support fellow Officers with case management, ordinance inquiries, and procedural guidance.
  • Participate in the training of new and existing Officers on updated policies and procedures.
  • Evaluate inspection outcomes to determine compliance status or the necessary steps towards achieving compliance.
  • Conduct various research activities, including property histories, public records, court documents, and mapping.
  • Document case activities and evidence meticulously, ensuring effective processing of case-related tasks, including the creation of letters, notices, citations, and work orders.
  • Perform district assessments and report findings to the Code Compliance Supervisor as required.
  • Maintain productive working relationships with other city personnel to address code violations, resolve complaints, and respond to inquiries.
  • Engage with the public to assist them in achieving compliance with city regulations in a customer-friendly manner.
  • Oversee and assist with specialized code enforcement initiatives.
  • Provide testimony in court and other venues as necessary.
  • Coordinate associated project and program duties as assigned, while overseeing the maintenance of the Code Compliance fleet.
  • Develop and coordinate program materials, including publications, brochures, and educational content.
  • Implement new strategies to enhance existing programs and improve community relations.
  • Prepare and deliver written and verbal communications tailored for various audiences.
  • Organize and participate in city and neighborhood events to educate the public about city ordinances and code enforcement processes.

Additional Responsibilities:

In the absence of the Code Compliance Supervisor, you may be required to act as Supervisor. Other essential functions include:

  • Participating in interview panels as requested.
  • Performing related functions that align with the established essential job responsibilities.

Qualifications:

Applicants must possess:

  • A high school diploma or GED equivalent.
  • A minimum of 2 years of experience as a licensed Code Enforcement Officer in Texas.
  • At least 3 years of experience in customer service and problem-solving.
  • A minimum of 2 years of proficiency in Microsoft Outlook, Word, and Excel.

Due to the licensing requirements, equivalent combinations of education and experience will not be considered. Successful candidates will undergo a criminal history check, drug and alcohol testing, and a motor vehicle review.

Skills Required:

  • Ability to manage a caseload with minimal supervision.
  • Capability to assess the performance of entry-level Code Enforcement Officers and provide feedback.
  • Effective verbal and written communication skills.
  • Proficiency in learning and utilizing various software and hardware in accordance with city policies.
  • Ability to establish and maintain effective working relationships with coworkers, property owners, and other stakeholders.
  • Commitment to regular and punctual attendance.
  • Capacity to analyze problems, make objective decisions, and execute them independently.
  • Demonstrated respect, accountability, teamwork, and time management skills.
  • Ability to provide guidance and training to entry-level Code Enforcement Officers.
