Job Summary

This vacancy is for a GS-0671-13, Health Systems Specialist located in the Department of Homeland Security, U.S. Coast Guard, HEALTH SYSTEM ADMINISTRATION DIVISION.

Responsibilities
  • Collect data from multiple sources, manage/organize data sets, identify data patterns and trends, and transform data into meaningful insights.
  • Share data findings with Chief Health Informatics Officer, Chief Medical Informatics Officer, and Director (CG1K) of Health Safety Work Life (HSWL) and provide recommendations for improvement.
  • Provide consultation, design, develop, and deploy information, data collection applications, analytic studies, dashboards, scorecards, registries, development platforms, and other automated tools nationwide.
  • Serve as a content resource in USCG databases or systems such as Millennium, Revenue Cycle, Cerner Command Language (CCL) Programming, Discern Analytics 2.0 (DA2), Microsoft Excel, SQL Server, Tableau, SAP Business Objects, and any other database or system serving as a source for reporting products.
  • Evaluate data from the various USCG data and make recommendations to our stakeholder partners as to the availability, quality, and usability for effective organizational changes, including those related to the collection.
  • Design and develop national tools and knowledge products, including surveys, databases, and reports associated with clinical cohorts, clinical services, disease screening, detection, and prevention, clinical quality metrics, patient care, panel management, and patient populations, and business and management operations relating to charge services, health information management, referrals, etc.
Requirements
  • Must be a U.S. Citizen or National.
  • Must be registered or exempt from the Selective Service.
  • A one-year probationary period may be required.
  • Suitable for Federal employment determined by background investigation.
  • This position requires a Non-Sensitive Background check.
  • This is a Bargaining Unit position.
  • Time in Grade requirement must be met by the closing date of the vacancy.
Qualifications
  • To qualify at the GS-13 grade level, applicants must have one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.
  • Specialized experience includes the following: Identifying, extracting, collecting, analyzing, and managing data and information from a wide variety of internal sources as corporate data systems, electronic medical record, data collection tools, and surveys, and external data sources.
  • Standardizing, harmonizing, and converging on the design, build, validation, deployment, and maintenance of health data, information, analytics, and reporting within electronic health record (EHR) and associated health information technology.
  • Exercising initiative, working efficiently, and collaborating effectively with its field, and program office stakeholders as well as end users of products developed with complex and competing activities such as constant changes to the technologies used, improving HER usability, and increased and competing demands for more products to be developed.
  • Analyzing, designing, development, quality assurance, validation, and support of products and projects assigned.
