Overview

Under guidance, engages in proficient manual tasks related to the upkeep and repair of plant process control apparatus, electrical distribution frameworks, and communication networks, including telemetry. This role also involves overseeing the activities of designated Electrical Instrument and Testing Mechanics.

Key Responsibilities

The following responsibilities are essential functions that are typical for positions within this classification. They are not intended to be an exhaustive list of all duties for any single position in the class. Provides first-line supervision for assigned Electrical Instrument and Testing Mechanics. Plans, organizes, directs, and evaluates the work of subordinates in accordance with established guidelines, standards, and specifications. Estimates materials and labor necessary for completing work assignments; orders materials, supplies, tools, and equipment required for tasks and maintains precise records of time allocated to jobs. Executes skilled tasks in the repair, calibration, commissioning, configuration, testing, and maintenance of process instrumentation. Employs various testing equipment to diagnose and troubleshoot electrical distribution, process control, and communication systems. Repairs and calibrates a range of instruments or analyzers utilized for measuring parameters such as water levels, temperature, flow rates, pH, dissolved oxygen, and air quality. Maintains and repairs equipment responsible for transmitting and receiving signals for plant process control. Conducts maintenance and repairs on measurement sensing units. Troubleshoots, repairs, and maintains protective relays and portable communication devices. Assesses breakdown voltage characteristics on insulators, cables, and other circuit components. Utilizes hand tools and equipment necessary for detailed work typical to this trade.

Additional Responsibilities

Responsible for the custody and maintenance of all tools and equipment used in electrical instrument repair and testing. Performs other duties as assigned.

Working Conditions

Typical duties involve exposure to industrial equipment or operations, including working near operational mechanical equipment and in noisy environments. Duties may also involve working in close proximity to construction activities. Work may be conducted in various weather conditions and may require working in confined spaces or at elevated heights. Duties could involve contact with hazardous materials and exposure to unpleasant odors. Some positions may require the operation of a District vehicle.

Desired Knowledge, Skills, and Abilities

Extensive knowledge of the operational and repair procedures for a wide range of electrical, electronic, or mechanical process instrumentation, including fiber optics and radio communication devices. Strong understanding of testing and calibration procedures for equipment and relays in electrical distribution systems. Awareness of occupational hazards and safety measures associated with the work, particularly concerning low, medium, and high voltage equipment. Proficiency in using computers for equipment configuration, maintaining essential databases, and documenting work performed and materials utilized, as well as for record keeping, report preparation, and work coordination across multiple locations. Competence in the repair and calibration of process instrumentation and automated systems, including programmable logic controllers (PLCs). Skillful in the use and maintenance of tools and equipment relevant to the trade. Effective communication skills, both oral and written, for disseminating information and instructions.

Minimum Qualifications

Graduation from a standard senior high school or equivalent, along with five years of experience in the repair and calibration of electronic process instrumentation.

Substitution Policy

Additional experience may substitute for the required education on a year-for-year basis. Each completed course or recognized formal training program in process instrumentation may substitute for four months of the required experience. Completion of two years of college-level coursework in process instrumentation at a recognized institution may substitute for two years of experience.

Promotional Requirements

One year of service with the District as an Electrical Instrument and Testing Mechanic. Civil service status in that classification.
