Role Responsibilities:

The Buyer Planner II is responsible for evaluating requisitions for custom nonstandard items, collaborating with technical teams on specifications and alternatives. Key duties include:

  • Acting as the primary liaison for suppliers, ensuring effective communication between Elbit America and its suppliers to mitigate risks associated with miscommunication.
  • Analyzing procurement data to select suppliers capable of meeting specified requirements, including engineering, quality control, and compliance with government regulations.
  • Reviewing technical data packages to assess hardware and process complexities, including assembly drawings and related standards.
  • Preparing requests for proposals, soliciting bids from subcontractors and suppliers, and evaluating responses based on pricing and capability.
  • Assessing responses to Requests For Proposals (RFP) and Requests For Information (RFI) to ensure compliance with customer contractual requirements.
  • Coordinating with support teams to resolve supplier inquiries and issues, ensuring adherence to overall requirements.
  • Maintaining market knowledge to optimize component pricing and establish preferred suppliers for cost reduction.
  • Timely awarding of purchase orders to align with program schedules and departmental goals.
  • Serving as the intermediary between the company and suppliers regarding material delivery issues to meet production timelines.
  • Collaborating with Program Management and production teams to synchronize material delivery schedules.
  • Conducting supplier interviews and facility visits to stay informed on new product technologies and procurement regulations.
  • Participating in continuous improvement initiatives to enhance procurement processes.
Qualifications:
  • Demonstrated negotiation skills.
  • Experience in commodity management.
  • Knowledge of electronic components and assembly processes.
  • Familiarity with Foreign Military Financing and relevant regulations.
  • Strong understanding of FAR/DFAR regulations.
  • Proficient in ERP systems, particularly Infor LN.
  • Background in aerospace, military, or related industries.
  • Technical knowledge of products and military specifications.
  • Ability to read and interpret engineering drawings.
