Job Summary

We are seeking a highly skilled Budget Analyst to join our team at the Bureau of Reclamation. As a key member of our financial team, you will be responsible for providing expert guidance on budget formulation, justification, and execution.

Key Responsibilities
  • Develop and implement budget analysis and formulation guidelines for regional programs and resources.
  • Conduct thorough budgetary analysis and prepare reports on budget proposals, estimates, and justifications.
  • Provide expert interpretation and advice on budget analysis, formulation, and execution functions affecting regional programs and resources.
  • Collaborate with regional and program office staff to prepare budget documents, including narrative justifications, tables, and schedules.
  • Review and recommend reprogramming or transfers of funds between projects based on priorities, program needs, and availability of funds.
  • Develop and maintain knowledge of accounting and budget systems, including the Financial Business Management System (FBMS).
  • Provide guidance and support to other budget analysts and program staff on budget-related matters.
Requirements
  • Must be a U.S. Citizen or U.S. National.
  • Must be suitable for federal employment, determined by a background investigation.
  • Must submit a resume and supporting documentation.
  • Must meet minimum education and/or experience requirements.
Qualifications

To qualify for this position, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 grade level in the federal service. This includes experience in developing and rendering guidance and interpretation of Office of Management and Budget (OMB) guidelines and directives and policies, interpreting complex legislative and regulatory processes for appropriations, and analyzing impacts of new or revised legislation and the potential effects of budgetary actions on program viability and in meeting program objectives.

Additional Information

This position is designated as a LOW RISK position and requires a fully completed and favorably adjudicated SF85 Background Investigation (T1 or equivalent) that is current (within the last 5 years). This is a condition of employment.
