Key Responsibilities

  • Conduct comprehensive planning, research, analysis, and evaluation of system acquisition processes related to the development, production, and deployment of defense systems and related equipment.
  • Develop and propose innovative strategies to effectively meet cost, schedule, and performance goals.
  • Engage with a diverse array of multi-MAJCOM stakeholders to identify specific needs and requirements, offering counsel within the area of expertise while ensuring effective oversight and task execution through leadership and collaboration.
  • Organize, schedule, and lead various exchanges and meetings with program office teams, stakeholders, and industry representatives to gain insights into program requirements and emerging technologies that may address capability gaps for warfighters.
  • Draft and recommend the appropriate acquisition strategy along with necessary statutory and regulatory documentation in a timely and efficient manner.
  • Assist in all Acquisition Strategy reviews, create supporting documentation, and aid the Government in the development and review of draft Request for Proposal (RFP) documents.
  • Generate and support acquisition reports, including those required by statutory and regulatory mandates (e.g., DAES, MAR).
  • Facilitate program management reviews, senior-level meetings, and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews.
  • Prepare and present various briefings and schedules detailing program status and acquisition tasks to senior management.

Qualifications

Applicants should possess over 20 years of experience in acquisitions, including a minimum of 5 years supporting Department of Defense (DoD) programs. A Bachelor's degree in a relevant field is required, with additional years of experience potentially substituting for degree requirements. DAWIA Acquisition Professional Development Program APDP Program Manager Level II or III Certification is preferred, along with 10 years of Foreign Military Sales (FMS) Case Management experience.

Candidates must demonstrate a comprehensive understanding of the principles, policies, and practices of systems acquisition and program management as outlined in DoDI 5000.2, along with knowledge of the roles and relationships within the DoD and the Air Force to facilitate strategic and tactical program planning.

Expertise in qualitative and quantitative techniques for evaluating the effectiveness and efficiency of acquisition programs is essential. The ideal candidate will be proactive, able to work independently with minimal supervision, and possess excellent oral and written communication skills to produce high-quality acquisition and program documentation.

Additionally, candidates should have proven leadership abilities, team-building skills, and experience in strategic planning and organizational development. Familiarity with ACAT I level programs, including the development of new programs within the Acquisition community, is crucial, as is experience in RFP documentation and Acquisition Strategy reviews.

Proficiency in Microsoft Office applications is required, and candidates must be willing to travel internationally and conduct teleconferences outside of standard business hours. U.S. citizenship and a current Secret clearance are mandatory.
