Job Title: Acquisition Strategy and Documentation SME

Abacus Technology Corporation is seeking an experienced Acquisition Strategy and Documentation Subject Matter Expert (SME) to provide acquisition support for the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate at Hanscom AFB.

Responsibilities:
  • Develop and implement acquisition strategies to meet cost, schedule, and performance objectives.
  • Collaborate with stakeholders to determine specific needs and requirements and provide counsel within the expertise area.
  • Plan, schedule, and facilitate exchanges and meetings with program office teams, stakeholders, and industry to understand program requirements and emerging commercial technologies.
  • Formulate and recommend acquisition strategies and associated statutory and regulatory ACAT I documentations.
  • Support Acquisition Strategy reviews, develop supporting documentation, and support the Government in development and review of draft Request for Proposal (RFP) documents and RFP documents.
  • Support and develop acquisition reports, including statutory and regulatory reports.
  • Support program management reviews, senior level meeting/reviews, and IMP/IMS reviews.
  • Develop various briefings/schedules of program status and acquisition tasks to senior management.
Qualifications:
  • 20+ years experience in acquisitions, including at least 5 years experience supporting DoD programs.
  • Bachelor's degree in a related field.
  • Additional years of experience may be substituted for degree requirements.
  • DAWIA Acquisition Professional Development Program APDP Program Manager Level II or III Certification desirable.
  • 10 years FMS Case Management experience desired.
  • Comprehensive knowledge and understanding of principles, policies, and practices of systems acquisition and program management.
  • Knowledge of roles and relationships within the DoD and the Air Force to provide strategic and tactical program planning.
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs.
  • Able to work proactively, with minimal supervision, and effectively communicate orally and in writing.
  • Possess the advanced knowledge, experience, and recognized ability to be considered an expert in their technical/professional field.
  • Able to demonstrate advanced knowledge of their technical/professional discipline and possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise.
  • Experience in identifying acquisition strategy issues and proposing alternative solutions.
  • Experience in assisting with strategic level issues and ability to work independently as well as a team member under tight deadlines with changing priorities.
  • Possess proven leadership, team building, strategic planning, and organizational development skills.
  • Possess pertinent experience with an ACAT I level program, including development of new programs with the Acquisition community.
  • Possess pertinent experience in the development of RFP documentation and support of Acquisition Strategy reviews.
  • Experience in packaging and presenting briefings for senior level reviews.
  • Experience initiating and managing high visibility programs.
  • Program control and Program Execution Group experience highly desirable.
  • Proficient in Microsoft Office applications.
  • Must be able to travel OCONUS extensively and conduct international teleconferences outside of normal business hours.
  • Must be a US citizen and hold a current Secret clearance.
