Basic Eligibility Requirements:
You must be a U.S. Citizen.

You must be eligible to obtain and maintain a TS/SCI security clearance.

Position Overview:


As a vital component of the NRO, budget analysts play a crucial role in delivering advanced technology and emerging capabilities to the Warfighter and Intelligence Community.

Engaging with various departments across the NRO, budget analysts collaborate closely with contracting and technical teams to facilitate the development and procurement of mission-critical systems while ensuring the availability of necessary financial resources for mission success.

In this role, you will analyze, synthesize, and convert financial, scheduling, and performance data from multiple sources into essential products for program managers and NRO leadership.

Your daily responsibilities will include leveraging your expertise to implement core NRO financial processes, which encompass the preparation of congressional budget justification materials, managing funds appropriated by Congress and other government entities, and collaborating with NRO and industry partners to ensure the seamless execution of the NRO mission in a dynamic environment.


Key Responsibilities:


- Engage in all phases of budget administration, including the formulation of budgets to support plans, programs, and activities; execution of budgets; and presenting and justifying budget estimates.

- Execute budget management through the development of program spending plans, creation of funding documents, and monitoring/analysis of contractor performance, providing assessments and recommendations to management.

- Prepare multi-year program funding strategies through budget formulation, aligned with program cost estimates, to support future budget requests.

- Effectively communicate analyses of issues, conduct research, and draft or coordinate recommendations to address budgetary challenges.


Qualifications:

Preferred:
- A Bachelor's Degree in a relevant field (business, finance, etc.). A PhD in a related field qualifies for the GG-11 level, or you may qualify based on experience.

- Familiarity with the federal budget process, including budget execution and formulation, demonstrating knowledge of commonly used budget methods, processes, procedures, and regulations.

- Proficiency in utilizing financial databases and systems, as well as spreadsheets to perform budget-related tasks.

- Relevant experience may have been gained in any public or private sector role, clearly demonstrating past experience in applying the necessary competencies, knowledge, skills, and abilities required for the position.

- Experience must be reflected in your resume.


Additional Information:

Overtime:
May be required to work outside of normal duty hours, including evenings, weekends, and/or holidays.

Travel:
May be required to travel in military or commercial aircraft for temporary duty assignments.

Financial Disclosure:

May be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

For positions coded under the Defense Acquisition Workforce Improvement Act (DAWIA): If selected, the incumbent must meet appropriate certification requirements within 24 months of accepting the position.

Individuals must maintain a minimum of 80 continuous Learning Points every 24 months via the services acquisition management system.


DoD FM Certification:
This position requires DoD Financial Management Level III certification.

The employee will have 24 months to achieve the Financial Management certification requirement in accordance with DoD Directive and section 1599d of Title 10, USC.


Geographic Mobility Agreement:
May be subject to directed reassignment as necessary to enhance mission effectiveness and/or career development.
Emergency Essential:
Certain positions may be deemed emergency essential, and incumbents must be willing to meet all position requirements.

Trial Period:
All new DCIPS employees will be required to serve a 2-year trial period.
