Position Overview:

Under the general oversight of the Accounting Administrator I, the Accounting Analyst will engage in professional analytical accounting tasks focused on the research and reconciliation of corporate actions related to securities held in the name of the State Controller. This role is essential for the protection of public assets and funds, ensuring they are returned to their rightful owners.

Key Responsibilities:
  • Evaluate current and historical activities concerning securities submitted to the state under the Unclaimed Property Law to ascertain their present value.
  • Conduct thorough research and analysis of financial transactions for securities from various internal and external sources, including accounting systems, records, ledgers, and account statements.
  • Reconcile securities accounts on the Unclaimed Property System (UPS2000) that have pending claims for payment.
  • Investigate and reconcile accounts from brokerage and mutual fund companies to ensure accurate posting of activities such as sales, dividends, and corporate actions.
  • Communicate with internal and external stakeholders to resolve discrepancies associated with securities submitted to the State.
  • Create detailed accounting worksheets to monitor past and present fiscal activities and corporate actions related to the securities managed by the State.
  • Post fiscal transactions in UPS2000 following thorough reconciliation and analysis.
  • Analyze accounting data to identify program issues and implement corrective measures as necessary.
  • Prepare status reports for claims awaiting payment and provide management with accounting information reports.
  • Develop or revise procedures pertinent to the security claims payment process.
  • Identify and investigate overpayments, establishing account receivables as required.
  • Prepare necessary correspondence for claimants, including collection letters and legal referrals.
  • Respond to inquiries from both internal and external parties regarding various securities payment information.
  • Provide support to staff in analyzing and reviewing fiscal transactions and the reconciliation process.
