CALIBRE Systems Inc., a leading employee-owned Management Consulting and Digital Transformation firm, is looking for a Budget Analyst to support the Defense Information Systems Agency (DISA) in executing budgetary functions. This role involves the formulation, justification, and execution of budgets for various organizations, programs, or projects.

The selected candidate will be responsible for developing comprehensive programming and financial planning documentation for inclusion in key submissions such as the Program Objectives Memorandum (POM) and the Five Year Defense Program (FYDP). Analyzing trends and developments in DISA's planning, programming, budget, and execution processes will be crucial in supporting appropriations, funding priorities, and workload management that enhance overall program operations.

Key Responsibilities:

  • Conduct budget execution and advanced analytical functions in collaboration with the DISA Office of the Chief Financial Officer (OCFO/J8) across both general fund and defense working capital fund areas.
  • Generate budget execution status reports and narratives, ensuring the accuracy and timeliness of auditing documents and briefings.
  • Examine taskings, gather and consolidate relevant information, interpret data, perform analyses, summarize findings, and present organized information to DISA leadership.
  • Assist in the preparation of budget exhibits and supporting justifications, contributing to the development of detailed programming and financial planning documentation for key budget submissions.
  • Validate, process, and analyze funding packages that support DISA and the OCFO's mission as required.

Essential Skills:

  • Advanced analytical skills to track and analyze budget execution of assigned OCFO programs against obligations and disbursements, reporting accurate financial details to DISA leadership.
  • Exceptional verbal communication skills for effective interaction with all levels within DISA organizations and government leadership.
  • Superior written communication skills to create concise and professional narratives and reports, facilitating effective communication across the organization.
  • Ability to create, maintain, and contribute meaningfully to various reports, briefings, and spreadsheets to assist with OCFO financial reporting.
  • Excellent organizational skills with the ability to work independently while being part of a small team.

Preferred Qualifications:

  • Residence within a 50-mile radius of Fort Meade.

Required Experience:

  • Bachelor's degree in a finance-related field.
  • A minimum of 3 years of relevant budget experience.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Active Interim Secret Clearance is required.
  • Familiarity with DoD funds types, policies, regulations, and procedures is preferred.
  • Knowledge of DISA financial systems is advantageous.
