The successful candidate will be responsible for developing comprehensive programming and financial planning documentation to be included in the Program Objectives Memorandum (POM) and Five Year Defense Program (FYDP) submissions. Additionally, the analyst will evaluate trends and developments in DISA's planning, programming, budgeting, and execution processes related to appropriations, funding priorities, and workload management, all of which are crucial for effective program operations.

Key Responsibilities:

  • Conduct budget execution and advanced analytical functions in collaboration with the DISA Office of the Chief Financial Officer (OCFO/J8) across both general fund and defense working capital fund sectors.
  • Generate budget execution status reports and narratives, ensuring accuracy and timeliness in auditing documents and briefings.
  • Analyze taskings, compile relevant information, interpret data, and perform detailed analyses to summarize findings and present organized information to DISA leadership.
  • Assist in the preparation of budget exhibits and supporting justifications, contributing to the development of detailed programming and financial planning documentation for inclusion in the POM, Budget Estimate Submission (BES), and President's Budget submissions.
  • Validate, process, and analyze funding packages that support DISA and the OCFO's mission as required.

Required Skills:

  • Advanced analytical skills with the ability to monitor, track, and analyze budget execution of assigned OCFO programs against obligations and disbursements, reporting accurate financial details to DISA leadership.
  • Exceptional verbal communication skills for effective interaction with all levels within DISA organizations and government leadership.
  • Superior written communication skills to create concise and professional narratives and reports, facilitating effective communication across the organization.
  • Ability to create, maintain, and contribute significantly to various reports, briefings, and spreadsheets to assist with OCFO financial reporting.
  • Excellent organizational skills and the capability to work independently while being part of a small team.

Desired Qualifications:

  • Residence within a 50-mile radius of Fort Meade.

Required Experience:

  • Bachelor's degree in a finance-related field.
  • A minimum of 3 years of relevant budget experience.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • An active Interim Secret Clearance is required at a minimum.
  • Familiarity with DoD fund types, policies, regulations, and procedures is preferred.
  • Knowledge of DISA financial systems is advantageous.
