The selected candidate will engage in budgetary tasks that encompass the development, justification, and implementation of financial plans for various organizations, initiatives, or projects. The ideal individual will contribute to the creation of financial planning justifications and documentation necessary for the Program Objectives Memorandum (POM).

Key Responsibilities:

  • Assist in all stages of budget planning and programming, including the preparation of Program Objective Memorandum (POM) submissions, Budget Exhibits, and support for JFHQ.
  • Forecast and develop annual financial plans.
  • Facilitate the creation of command, agency, or Presidential budgets, and aid in preparing the required supporting justifications.
  • Participate in budget briefings and conferences, providing assistance in addressing inquiries to substantiate and defend budget estimates, program needs, and appropriation requests.
  • Contribute to the formulation of detailed programming and financial planning justifications and documentation for inclusion in the POM and FYDP.
  • Support programs by identifying, generating, and submitting budgetary requirements for Civilian Pay, Operations and Maintenance Funds (O&M), Procurement Funds (PROC), Research, Development, Test and Evaluation Funds (RDT&E), and OCO funds.
  • Review Daily Status of Funds (SOF) Reports/Dashboard Reports, and deliver consolidated reports and presentations for Portfolio Reviews, Mid-year, and End-of-Year Reporting.
  • Compile and consolidate acquisition actions, ensuring consistency, accuracy, and compliance with the budget cycle for associated acquisition actions, which must be reviewed and approved by the Government.
  • Provide analytical support to monitor execution plans.
  • Notify the Government of significant deviations and issues.

Qualifications:

  • A Bachelor’s degree in a financial or business-related field, accompanied by three years of relevant experience; or seven years of experience in lieu of a degree.
  • Proven experience in writing and researching within DoD Appropriations and budget documentation.
  • Experience with the execution of appropriated funding.
  • Exceptional written communication skills.
  • Advanced proficiency in Microsoft Office Suite and SharePoint.

Clearance Requirements:

  • A Top Secret clearance is mandatory; candidates must be SCI eligible.

Work Environment:

  • Hybrid position requiring three days in the office.
