Key Responsibilities

  • Conduct planning, research, analysis, and evaluation of system acquisition regarding the development, production, and deployment of weapon systems and related equipment.
  • Devise plans and propose innovative and effective strategies to achieve cost, schedule, and performance goals.
  • Engage with a diverse array of multi-MAJCOM stakeholders to identify specific needs and requirements, providing counsel within the area of expertise, while overseeing task execution through leadership, teamwork, and diplomacy.
  • Organize, schedule, and facilitate various exchanges and meetings with the program office team, stakeholders, and industry representatives to comprehend program requirements and emerging commercial technologies that may address capability gaps for warfighters.
  • Formulate, recommend, and draft the appropriate acquisition strategy along with the necessary statutory and regulatory ACAT I documentation in a timely and efficient manner.
  • Assist in all Acquisition Strategy reviews, develop supporting documentation, and aid the Government in the creation and review of draft Request for Proposal (RFP) documents.
  • Support and generate acquisition reports, including statutory and regulatory reports (e.g., DAES, MAR, etc.).
  • Contribute to program management reviews, senior-level meetings/reviews, and IMP/IMS reviews.
  • Prepare and develop various briefings and schedules regarding program status and acquisition tasks for senior management.

Qualifications

Minimum of 20 years of experience in acquisitions, including at least 5 years supporting DoD programs. A Bachelor's degree in a relevant field is required, with additional years of experience potentially substituting for degree requirements. DAWIA Acquisition Professional Development Program APDP Program Manager Level II or III Certification is preferred; 10 years of FMS Case Management experience is desirable. Comprehensive knowledge of principles, policies, and practices of systems acquisition and program management as defined in DoDI 5000.2, along with an understanding of roles and relationships within the DoD and the Air Force to facilitate strategic and tactical program planning (short-term, mid-term, and long-term) in enhancing system mission capabilities. Familiarity with qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs is essential. Experience in identifying acquisition strategy issues and proposing alternative solutions is necessary. Proven leadership, team building, strategic planning, and organizational development skills are required. Proficiency in Microsoft Office applications is a must. Candidates must be able to travel extensively and conduct international teleconferences outside of normal business hours. U.S. citizenship and a current Secret clearance are mandatory.
