Job Summary

The City of Kennewick seeks a highly skilled Traffic Engineer Manager to oversee the management and operation of the Traffic Division of the Public Works Department. This key role is responsible for planning, designing, and maintaining the City's traffic and transportation system infrastructure, ensuring compliance with federal, state, and local regulations.

Key Responsibilities

• Directs and supervises the activities of the Traffic Division, including planning, design, operations, and maintenance of the City's traffic and transportation system infrastructure.
• Prepares and reviews plans and specifications for traffic control devices, road and intersection projects, electrical equipment, and materials.
• Performs short and long-range transportation planning, including preparation of the City's Six-Year Transportation Improvement Plan (TIP).
• Prepares and reviews traffic and safety studies, determining improvements and corrections necessary to comply with law and ensure public safety.
• Develops and recommends traffic and transportation engineering investigations, studies, and use of appropriate traffic control devices and detour patterns for construction projects.
• Oversees the management and operation of the City's traffic control signal system, street light system, school and crosswalk beacon systems, signing and markings program, and traffic sign asset management and retro-reflectivity compliance.

Requirements

• Bachelor's Degree in civil engineering or a closely related field.
• Minimum of five years of experience in traffic and transportation activities, including a minimum of three years of supervisory experience.
• Possess a Professional Engineer's license in the State of Washington or have the ability to obtain one by comity within six months of hire.
• Valid Professional Traffic Operations Engineering (PTOE) certification is desirable.
• Must pass a criminal background investigation and maintain regular attendance and punctuality.

Preferred Qualifications

• Extensive managerial experience and background in traffic and transportation principles involving planning, design, operations, and maintenance of traffic system infrastructure.
• Comprehensive knowledge of traffic and transportation industry standards, requirements, and guidelines, as well as contract management and administration.
• Considerable knowledge of management practices and procedures, supervisory practices and techniques, project planning and project management principles and practices, accounting and financial management, and federal, state, and environmental rules, regulations, and procedures.
• Ability to make clear and concise presentations at formal meetings, plan, organize, and direct the work of subordinates, plan, organize, and direct engineering programs and projects, communicate effectively orally and in writing, and operate a computer and be familiar with computer-aided-design and drafting and related business software.
