Position Overview:
This role is essential for ensuring the integrity of tax assessments and compliance within Cumberland County's Tax Administration.

Key Responsibilities:
- Conduct thorough analyses of reports, correspondence, and historical records to identify accounts for auditing.
- Review, edit, and verify financial data to guarantee the precision and accountability of assessments and revenues associated with specialized sales tax programs; generate detailed reports on assessment activities.
- Perform both field and desk audits of business personal property listings, prepared food and beverage, room occupancy, and gross sales receipts tax reports.
- Evaluate applications for exemptions of business personal property equipment under tax certification programs, ensuring compliance with relevant statutes.
- Draft formal audit reports and correspondence summarizing findings, guiding taxpayers on subsequent actions regarding refunds and appeals.
- Offer general and technical support to business owners, county personnel, and the public concerning business personal property taxes, audit assessments, and the auditing process.
- Maintain and process financial information for reporting related to external audit programs; provide training and assistance while collaborating with other departments on tax-related matters.
- Examine financial documents, reconstruct income data as necessary, prepare data for complex business personal property listings, and identify discrepancies between listings and accounting records.

Minimum Qualifications:
- Graduation from an accredited two-year college or technical institution with a degree in business, finance, accounting, or a related field, along with three (3) years of progressively responsible experience in tax assessment and auditing; or an equivalent combination of education, training, and experience.
- Successful completion of the Fundamentals of Tax Listing and Assessing and the NC Department of Revenue Personal Property Appraisal and Assessment course within 24 months of hire.

Knowledge and Skills:
- Familiarity with the methods, procedures, and policies of Cumberland County as they relate to the essential duties of a Tax Auditor.
- Understanding of terminology and professional language pertinent to departmental responsibilities.
- Knowledge of principles and practices of tax assessment and auditing for administering business personal property, special sales tax programs, and other assessment initiatives.
- Awareness of laws, ordinances, standards, and regulations relevant to the duties and responsibilities of the position.
- Ability to maintain effective relationships with intra- and interdepartmental personnel, as well as external entities.
