Position Overview

Compensation: $100,000 to $113,000 annually.

Role Purpose:

The Project Engineer is tasked with the development, implementation, and management of capital improvement initiatives related to water facilities. This includes upgrades to water treatment systems, pump stations, storage tanks, pipelines, and wastewater facilities. The role involves leading projects for system enhancements and modifications, collaborating closely with internal teams to ensure successful project execution. The immediate focus will be on supporting above-ground capital improvements, such as dams, treatment facilities, and electrical systems.

The selected candidate will work in tandem with Engineering and Operations teams, coordinating program activities through a collaborative approach.

Ensuring satisfaction of the Asset Owner is paramount, with a focus on delivering projects that meet defined success criteria, including operational performance, budget adherence, schedule compliance, and regulatory standards.

Key Responsibilities:
  • Deliver high-quality capital improvement projects, including the creation of project plans, timelines, and securing internal funding approvals.
  • Oversee the development, design, and construction of multiple medium and small-scale capital projects, adhering to engineering standards and procurement policies.
  • Incorporate corporate Technical and Environmental Health and Safety standards into design specifications.
  • Monitor project expenditures to ensure alignment with budgetary constraints and prioritize projects based on funding availability and risk assessments.
  • Coordinate environmental and governmental permitting processes with local business unit staff.
  • Support construction management oversight to ensure timely project completion and budget compliance.
  • Enhance project delivery efficiency through monitoring metrics and utilizing alternative procurement methods.
  • Engage in master planning for existing systems and new acquisitions, preparing capital improvement plans and conducting system valuations.
  • Assist in the development of analyses and reports for regulators and internal customers as necessary.
  • Contribute to the establishment of engineering design and delivery standards.
  • Provide technical expertise on engineering and operational challenges, supporting facility condition assessments for water and wastewater operations.
  • Collaborate effectively with corporate and local business units.
Qualifications:

Education and Experience:
  • High School Diploma or GED is required.
  • Bachelor's Degree in Civil, Mechanical, or Environmental Engineering or a related field; equivalent experience may be considered.
  • A minimum of 5 years of experience in managing design or construction projects.
  • Experience in managing water/wastewater projects, including upgrades for treatment plants and pumping stations.
Skills and Abilities:
  • Strong project management capabilities across all phases, including initiation, planning, execution, monitoring, controlling, and closure.
  • Comprehensive knowledge of water and wastewater processes and treatment methodologies.
  • Exceptional leadership skills, fostering a participative management style.
  • Effective communication, presentation, and reporting abilities.
  • Familiarity with alternative project delivery and contracting methods.
  • Proficient in relevant software tools (e.g., MS Project, Google Suite, Oracle PeopleSoft).
  • Financial analysis skills, including budget management and risk assessment.
Certifications:
  • Valid driver's license in the US is required.
  • Professional Engineer License (PE) in NY (or in progress) is preferred; PMP and/or Construction Management certifications are advantageous.
