Position Title: Senior Non-Key Expert - Climate Action Financing Specialist

Location: Remote

Project Overview: This role involves providing support to the Secretariat of the Global Covenant of Mayors for Climate and Energy, aimed at enhancing the effectiveness and coherence of the Global Covenant of Mayors initiative. The consultant will focus on four primary areas:

  • Global-regional coherence
  • Communication strategies
  • Data management
  • On-demand support

Role Summary: The primary objective of this consultancy is to identify how Climate Action Plans (CAPs) can be effectively financed. The Senior Non-Key Expert will evaluate the financial feasibility of various projects and offer guidance on developing financial plans and conducting cost-benefit analyses. Given the challenges municipalities face in accessing credit financing, the consultant will investigate necessary credit instruments and risk mitigation tools available to local governments. This assessment will also encompass the exploration of guarantee mechanisms for municipalities, suggesting appropriate instruments and financing facilities relevant to the targeted countries.

Key Deliverables: The Senior Non-Key Expert will contribute to numerous outputs within the aforementioned activities, including:

  • Technical notes on economic and financial analyses for projects, including cost-benefit assessments and return on investment calculations.
  • Concept notes detailing country-specific economic contexts, along with policy recommendations where applicable.
  • Concept notes outlining innovative financing models and associated business strategies.

Additionally, the expert is expected to assist in producing various project outputs and milestones as directed by the Project Director and Team Leader, including:

  • Mission reports summarizing insights from contacted institutions.
  • Progress and final reports for projects.
  • Monthly monitoring updates.
  • Collaborative reports and documents produced by other project experts and stakeholders.

Qualifications and Skills Required:

  • Master's degree in finance, economics, business administration, or a related field, or equivalent professional experience.
  • A minimum of 5 years of relevant post-graduate experience.
  • Fluency in English with strong drafting capabilities.
  • Basic understanding of the project development cycle.
  • Proven ability to manage multiple tasks and meet deadlines.
  • Detail-oriented with a proactive approach to outcomes and expectations.
  • Willingness to travel as required during project implementation.
  • Strong analytical, communication, and interpersonal skills.
  • Full computer literacy and familiarity with web communication tools.
  • Experience with knowledge transfer systems and platforms.

Professional Experience:

  • At least 7 years of experience in development finance, including 3 years in climate finance.
  • Experience in financing practices, preferably within a development banking context.
  • Familiarity with climate finance, particularly in relation to urban development and environmental issues.
  • Previous engagement with international organizations and city networks focused on climate action.
  • Experience in preparing financial viability assessments and concept notes.
  • Knowledge of EU procedures and guidelines for external cooperation.
