Key Responsibilities

The Senior Functional Specialist Advisor (FSA) plays a pivotal role in delivering expert guidance, strategic consultation, and innovative thought leadership to clients and project teams. This position demands specialized knowledge across various domains, including engineering, technology, policy, administration, planning, analysis, training, development, facilities management, communications, visual design, human capital, business operations, and management practices. The FSA is committed to ensuring that quality remains a fundamental aspect of product and service development, overseeing requirements through rigorous testing and measurement activities, and leading quality assurance initiatives.

Core Duties:
  • Offer strategic and technical assistance to enhance mission prioritization, alignment, and integration.
  • Evaluate existing programs to identify opportunities for refinement, efficiency improvements, and operational enhancements.
  • Collaborate with systems analysts, engineers, and programmers to design systems and gather information regarding project limitations, capabilities, performance requirements, and interfaces.
  • Assess and analyze factors such as reporting formats, costs, and operational needs to gauge mission effectiveness.
  • Draft comprehensive reports and correspondence detailing project specifications, activities, and progress.

Essential Requirements:
  • Bachelor's degree in Business Administration, Computer Science, Engineering, Remote Sensing, Photogrammetry, Image Science, Data Science, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or a related field.
  • A minimum of 12 years of relevant experience is required; experience as a Functional Specialist may substitute for a degree.
  • Proven experience in providing guidance and direction within programs.
  • 12 years of demonstrated expertise in consultation, facilitation, and leadership in specialized fields such as:
    • Engineering and technology
    • Policy and administration
    • Program management
    • Planning and analysis
    • Training and development
    • Facilities management
    • Communications
    • Visual design
    • Human capital management
    • Business operations
  • Possession of TS/SCI clearance or the ability to obtain SCI clearance and successfully pass a polygraph examination.
Preferred Qualifications:
  • Master's degree in Remote Sensing, Photogrammetry, Image Science, Computer Science, Data Science, Engineering, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or a related field.
  • 12 years of experience within the DoD/IC Acquisition Process or PPBES.
  • Familiarity with Model-Based Systems Engineering, including processes, tools, and languages.
  • Previous experience with NGA and/or NSG/ASG programs or projects.
  • Experience within IC or DoD program/project environments.
  • Knowledge of Agile software development methodologies.
  • Experience with various software applications, including:
    • Project Management software (e.g., Project, Primavera)
    • Financial tracking software
    • Customer relationship management (CRM) software
    • Enterprise resource planning (ERP) software

Compensation Range

The typical salary range for this position is $135,000 - $216,000, reflecting the expected compensation based on experience and other relevant factors.
