Key Responsibilities:

  • Supervise and manage staff, including prioritizing tasks, conducting performance evaluations, and ensuring compliance with policies and procedures.
  • Develop and update technical specifications while ensuring familiarity with governmental purchasing requirements.
  • Formulate procurement strategies aimed at cost reduction and risk mitigation.
  • Establish and implement policies and procedures for engineering work that promote utility-wide efficiency and preparedness.
  • Align daily operations with the long-term strategic goals of the utility regarding maintenance, repair, and modernization of assets.
  • Analyze data from various sources to recommend process improvements that minimize water loss.
  • Provide expert engineering guidance in the design and execution of major civil engineering projects.
  • Review and approve engineering and construction documents, including plans, designs, and cost estimates.
  • Manage the development of the divisional budget, forecasting needs for staffing, equipment, and materials.
  • Evaluate wastewater models and studies to prioritize investments that reduce sewer overflows.
  • Influence stakeholders and facilitate consensus to resolve issues during operations.
  • Prepare analytical reports on operational activities.
  • Perform additional related duties as required.

Required Skills:

Qualifications:

  • Bachelor's degree in civil engineering or a related discipline.
  • Over 5 years of experience in engineering construction management, specifically in water and wastewater sectors.
  • Professional Engineer (PE) license in Texas.
  • Understanding of civil engineering operations and design principles.
  • Experience in budget development and administration.
  • Skills in contract negotiation and problem-solving.
