SMX Corporation is seeking a highly skilled Acquisition Contract Specialist to join our team. As a key member of our acquisition support team, you will provide critical support to the Secretary of the Air Force/Concept Development Management Office (SAF/CDM) Acquisition (AQ) and Contract (PK) office.

Job Summary:

The Acquisition Contract Specialist will be responsible for providing acquisition support to the SAF/CDM, including preparation of requirement documentation, analysis of requirements, and development of acquisition strategies. The ideal candidate will have a strong background in acquisition policies and procedures, as well as experience working with senior technical SMEs.

Key Responsibilities:
  • Provide support and assistance in preparation of all requirement documentation for complex acquisitions, including acquisitions plans, acquisition strategy panels, performance work statements, statements of work, statements of objective, determinations and findings, and justification and approvals.
  • Analyze requirements and determine appropriate contract type and extent of competition.
  • Prove recommendations, evaluate, assist with development, and execution of approved acquisition strategies.
  • Support acquisition efforts throughout their life cycle, including requirements definition and development, procurement, and post-award contract management activities.
  • Conduct market analysis, cost analysis, requirements analysis, independent government cost estimate development, and contract administration.
  • Perform a full range of pre-award and post-award functions for multiple agency departments, including preparation and distribution of contract award documents and provision of post-award support.
  • Collaborate with team members to effectively define acquisition products that meet technical, schedule, and programmatic requirements.
  • Provide recommendations on solicitation development and format, and assist with the generation of instructions to offerors and sections L&Ms.
  • Ensure compliance with quality assurance requirements and promptly address performance-related issues.
  • Document and facilitate communication between groups.
  • Support the management of project requirements, scope, and schedule changes.
Requirements:
  • DoD Top Secret/SCI clearance.
  • BS degree with a minimum of eight (8) years of relevant experience providing acquisition support for a cloud platform or similar (e.g., Cyber/IT program office).
  • DAWIA Level 2/PM (Practitioner)/Contracts (Professional) certification.
  • Experience and knowledge in automated office software suites, including word processing, spreadsheets, email, graphics, database, and communication systems.
  • Program office experience supporting cloud platforms or cyber/IT, including working with senior technical SMEs.
  • Strong writing skills and experience preparing requirements documents, such as statements of work, statements of objective, and performance work statements.
  • Experience preparing independent government cost estimates.
  • Experience managing the procurement process from cradle to grave.
  • Experience preparing procurement packages and solicitation documents, such as request for information, request for proposal, and combined synopsis/solicitations.
  • Experience supporting processes to track and report progress on contract actions.
  • Experience working with evaluation teams for source selections, performing market research and surveys to identify potential suppliers and vendors, and developing acquisition plans, schedules, and executive program briefings.
  • Extensive knowledge in acquisition policies/compliance and industry standards and preparing briefings and presentations.
Desired Skills and Experience:
  • Master's degree in a related discipline.
  • Certifications: DAWIA PM/Contracts Level 3/PM (Advanced)/Contracts (Professional).
