Procurement Specialist IV

Olgoonik Corporation is seeking a highly skilled Procurement Specialist IV to join our team. As a key member of our procurement team, you will be responsible for performing a variety of tasks and analyses in all phases of the acquisitions process.

Key Responsibilities:
  • Drafts Acquisition Plans for new contract requirements, including writing Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and other technical requirements for contracts with total value under $100,000,000.
  • Conducts market research, data analysis, and technical evaluations from vendor proposals.
  • Reviews planned orders, creates requisitions for purchased items, and supports the approval process.
  • Tracks order acknowledgement, confirms lead times, delivery dates, and costs, and communicates with the program office on any discrepancies or disruptions.
  • Reviews and tracks purchase orders until they are closed.
  • Reviews orders to confirm that they adhere to supplier agreements and contracts, and reports nonconformance.
  • Reviews invoices to confirm delivery of goods and assists with invoicing discrepancies.
  • Identifies opportunities and recommends actions to achieve efficiencies.
  • Evaluates supplier's capacity to perform and comply and makes recommendations to management concerning products and services and available sources of supply.
  • Advises program office and resource management of any procurement policy changes.
  • Creates and briefs the program office on acquisition strategies.
  • Assists COR with e-Filing requirements.
Requirements:
  • Bachelor's degree or at least nine (9) years of relevant work experience or equivalent combination of formal education and relevant work experience.
  • Must be proficient in the use of Microsoft applications (MS Word, PowerPoint, and Excel).
  • Must be highly organized and have excellent oral and written communication skills in order to interface with personnel and other government agencies at all levels.
  • Demonstrated ability to handle multiple tasks simultaneously.
  • Expert knowledge in acquisitions or supply chain fields.
  • Expert knowledge of Federal Acquisition Regulations (FAR) and other procurement statutes, policies, and procedures.
  • Must have strong analytic skills as it relates to procurement issues.
  • Maintains professional competence and specialized knowledge base by keeping abreast of emerging themes and best practices.
  • Able to exercise independent judgement with minimal supervision.
Security Clearance:
  • Possess or be able to obtain/maintain a SECRET security clearance (A TOP SECRET clearance may be required).
  • Must be a U.S. Citizen.
Work Environment:
