Job Overview

The Department of Family and Protective Services is seeking a skilled Policy Attorney III to join its team in the General Counsel’s Office. As a key member of the Policy and Program Support team, this attorney will play a crucial role in providing legal support to the Child Protective Services program and other departments within the agency.

About the Role

We are looking for a highly qualified attorney with strong research and writing skills, as well as excellent analytical and advocacy abilities. The selected candidate will be responsible for drafting and reviewing policies, procedures, rules, and other documents; providing consultation and advice on case-specific questions and general issues affecting CPS and other DFPS programs and divisions; performing legal research and drafting memoranda on issues with implications for the agency as a whole; handling informal administrative appeals; and assisting with legislative tasks.

Key Responsibilities

  • Drafting and reviewing policies, procedures, rules, and other documents (30%);
  • Reviewing and drafting Memoranda of Understanding for the CPS program and other agency programs as needed (10%);
  • Providing consultation and advice concerning case-specific questions and general issues of concern to CPS and other DFPS programs and divisions (20%);
  • Performing legal research and drafting legal memoranda on issues with implications to the agency as a whole, such as questions related to funding, ethics, and sharing of information (20%);
  • Handling informal administrative appeals, including issuing adoption assistance and permanency care assistance agreed orders as well as legal sufficiency reviews of investigation dispositions (5%);
  • Legislative tasks (5%);
  • Other duties as assigned (10%).

Qualifications

To be considered for this position, applicants must have a Juris Doctor (JD) degree from an accredited law school and be licensed to practice law in Texas. Additionally, they should have basic experience with public agency law and regulations or administrative law and public policy. Strong research and writing skills, demonstrated ability to work collaboratively, and polished analytical and advocacy skills are essential for success in this role.

Salary and Benefits

This position comes with a competitive salary of approximately $$144,000 per year, commensurate with experience. Additionally, the successful candidate can expect a comprehensive benefits package, including health insurance, retirement plans, and paid time off.
