Munitions Response Quality and Safety Manager Job Description

ECC is seeking a highly skilled Munitions Response Quality and Safety Manager to lead the quality and safety elements associated with all Munitions Response projects. This position is responsible for developing and implementing quality and safety-related policies and procedures to ensure compliance with government-directed and other applicable regulations and instructions.

Key Responsibilities:
  • Develop and Implement Quality and Safety Policies: Develop, maintain, and implement quality and safety-related policies and internal practices that adhere to all applicable regulations and standards for the conduct of Munitions Response project activities.
  • Review and Provide Input on Project Proposals and Reports: Review project proposal/technical approaches, work plans, project documentation, and reports to ensure each conforms with regulations, policies, and quality standards, providing written input and edits as required to create acceptable technical content.
  • Provide Oversight and Input to Project Teams: Provide input and oversight to project teams for the implementation of quality control measures, bling seeding programs, development of root cause analysis, and creation of corrective measures for Munitions Response projects involving a variety of geophysical systems and approaches.
  • Implement Safety Measures: Provide input and oversight to project teams for the implementation of safety measures to include applicable elements of EM, OSHA requirements, NAVSEA OP-5, exclusion zone management, and explosive-related safety.
  • Develop Quality Control Plans and Safety Documents: Function as a primary author or contributor for the development of Quality Control Plans, Accident Prevention Plans, Site Safety and Health Plans (SSHP), ESS, Work Plans, Quality Control Project Plans (QAPP), Standard Operating Procedures (SOP), and Activity Hazards Analysis (AHA) forms.
  • Oversee Explosive Permitting Program: Oversee the corporate-level explosive permitting program, to include maintaining the ATF Federal Explosives License and Notice of Clearance, along with assisting project teams in procuring commercial explosive materials.
  • Recruit and Assign Quality Control and Safety Personnel: Participate in the recruitment and assignment of qualified UXO Quality Control and Safety personnel for Munitions Response projects.
  • Provide Technical Leadership and Oversight: Provide strong technical leadership and oversight for the UXO Quality Control and Safety personnel assigned to multiple project teams. Review daily reports and engage regularly to ensure successful project execution.
  • Coordinate with Subject Matter Experts and Government/Customer Stakeholders: Effectively coordinate and communicate with subject matters experts and government/customer stakeholders that are integral to performance of Munitions Response projects.
  • Provide Technical Advice and Support: Confer with and support project managers and teams to provide technical advice and to resolve problems, minimize risk, and maintain profitability.
  • Participate in Pre-Proposal Site Visits and Proposal Development: Participate in pre-proposal site visits, provide technical support and field work-related insight to proposal development teams.
  • Attend Training and Conferences: Attend training, conferences, and seminars to maintain awareness of changes in government guidance and regulations to ensure that project planning and execution conform with current practices and standards.
Requirements:
  • Regulatory Knowledge: Demonstrate a strong understanding of regulatory processes, primarily associated with CERCLA and RCRA programs. Experience concerning sites involving Munitions and Explosives of Concern (MEC), to include investigation, characterization, remediation, and operational range clearance.
  • Munitions Response Experience: Experience with Munitions Response projects performed under contracts with the U.S. Army Corps of Engineers (USACE), U.S. Naval Facilities Engineering Command (NAVFAC), and/or the Army Environmental Command (AEC).
  • Quality and Safety Standards: Experience preparing, reviewing, and contributing munitions response work plans and reports (UFP-QAPP, ESS/ESP/CSS, RI/FS/PP/DD, Removal Action Closeout Report, etc.) in accordance with applicable guidance and data item descriptions.
  • Quality and Safety Implementation: Experience implementing quality/safety standards for projects involving digital geophysical mapping (DGM), Advanced Geophysical Classification (AGC), and munitions constituent sampling.
  • Project Management: Capability of overseeing the quality/safety elements for several concurrent projects that will be at various stages, including design, remediation, and close out.
  • Communication and Interpersonal Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Problem-Solving and Negotiation Skills: Ability to define problems, collect data, establish facts, and draw valid conclusions. Capable of communicating with persuasiveness and exercise effective negotiation techniques as needed.
  • Technical Skills: Skilled in interfacing with executive management to obtain support and required resources. High level of proficiency using all Microsoft applications that include Word, Excel, Project, PowerPoint, SharePoint, Outlook, and Teams.
  • Experience and Education: Ten years of experience working in Munitions Response quality and safety-specific positions, which may include a combination of field UXO-related roles or program/project-level positions. Must be able to obtain military base passes as needed. Valid U.S. driver's license required.
  • Certification and Education: Certification in quality control (e.g., ASQ Certified Quality Auditor, CMQ-OE, etc.) and/or safety (e.g., STS, CHST, CSP, etc.) through a recognized program is required. Bachelor's degree in a related field or an equivalent level of experience in similar fieldwork-related or program/project-level Munitions Response Quality and Safety positions.
Preferred Qualifications:
  • Chemical Warfare Materiel Experience: Experience involving the development, implementation, and management of quality/safety elements for Chemical Warfare Materiel (CWM) or underwater MMRP projects is preferred.

ECC offers a competitive salary range of $100,000 to $120,000 annually. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
