WORK SCHEDULE: Full-time, exempt; variable hours including evenings and weekends

OVERVIEW OF RESPONSIBILITIES: Independently executes a comprehensive range of tasks utilizing the necessary methods and techniques to deliver services to biological families, foster families, and adoptive families.

KEY DUTIES: Responsibilities must be fulfilled promptly and efficiently within the timelines established by Family and Community Services agency policy, BCAL, MDHHS, and ISEP.

1. Engage in significant interactions with agency personnel, clients, DHHS representatives, court officials, referral sources, and others.

2. Collaborate directly with children, biological families, foster families, adoptive families, and other pertinent individuals.

3. Adhere to agency policies and procedures, COA regulations, federal and state mandates, and educational/certification/registry standards.

4. Acquire and sustain necessary training hours as mandated.

5. Utilize agency templates, documents, informational resources, and other organizational tools to enhance service delivery.

6. Maintain precise and confidential case records and information.

7. Assist in the recruitment and retention of foster families as required.

8. Provide crisis intervention services, including availability for on-call support as necessary.

9. Child Abuse or Neglect Reporting Duties: Required to report any suspected child abuse or neglect in accordance with state child protection laws. Must be knowledgeable about these laws and direct inquiries to the appropriate protective services unit. Additionally, any suspected child abuse or neglect involving any FCS client or immediate family member must also be reported to FCS supervision.

10. Participate in phone consultations, home assessments, court proceedings, and/or any other appointments/meetings related to FCS clients as necessary to ensure appropriate service delivery to children and families.

11. Provide guidance, training, and education regarding foster care policies and procedures as required.

12. Conduct thorough assessments of individuals/families as needed and provide or secure suitable services to meet these needs.

13. Develop, implement, and monitor case plans and services provided to clients.

14. Prepare and maintain clear and concise reports and documents in accordance with agency/state licensing policies and procedures, including but not limited to: service plans, legal documents, forms, and petitions.

15. Attend all required court hearings and provide accurate testimony and recommendations regarding case progress and services rendered to children and families based on completed assessments.

16. Offer transportation assistance to clients as appropriate.

17. Conduct investigations in compliance with state or agency regulations, as required.

18. Perform all other tasks as assigned.

QUALIFICATIONS:

1. Familiarity with agency policies, procedures, and overall operations is preferred.

2. Understanding of State and Federal social welfare laws and policies, including DHHS policy, BCAL ISEP, the Child Protection Law, and all relevant court requirements and procedures is preferred.

3. Ability to maintain records, prepare reports, conduct correspondence, communicate effectively with a diverse range of clients and professionals, and uphold positive public relations.

4. Knowledge of social work theories, methods, principles, practices, techniques, and terminology for casework, group work, and community organization.

5. Strong communication skills, decision-making abilities, and problem-solving techniques.

6. Proficiency in navigating computer systems.

7. Capability to work independently.

8. Exhibit good moral character and demonstrate emotional stability and professionalism.

9. Develop and maintain the necessary skills, knowledge, experience, and training to fulfill the responsibilities of the position.

10. Must not exhibit any behavior that would constitute grounds for immediate dismissal, including:

- Any convictions related to child abuse or neglect

- Inclusion on the Central Registry

- Participation in human trafficking or abduction

- Unethical conduct that undermines the best interests of children

- Any felonies involving harm or threatened harm to an individual within the past 10 years.

11. Valid Michigan Driver's License and ability to meet agency requirements for driving insurability, if applicable.

12. Must meet agency requirements for criminal background and central registry checks.

EDUCATIONAL AND LICENSURE REQUIREMENTS:

Possession of a Bachelor's or Master's degree in a relevant human services field such as social work, sociology, psychology, family ecology, consumer/community services, family studies, child development, guidance/school counseling, counseling psychology, criminal justice, human services, interdisciplinary studies in social science, education, law enforcement, forensic psychology, behavioral science, gerontology, special education, or related fields. Successful completion of all initial and ongoing training requirements is essential.

EXPERIENCE REQUIREMENTS:

One year of experience as a social service worker and completion of CWTI in foster care or adoption is preferred.
