Environmental Administrative Hearing Officer

The Kentucky Personnel Cabinet seeks a highly skilled and experienced Environmental Administrative Hearing Officer to join our team. As a key member of our Office of Administrative Hearings, you will play a critical role in conducting fair and impartial hearings and proceedings related to mining and environmental issues.
Key Responsibilities- Conduct environmental administrative hearings and related proceedings, including conferences, emergency relief proceedings, and mediations, pursuant to Kentucky Revised Statutes Chapters 146, 149, 151, 223, 224, 350, 351, and 353.
- Prepare reports and recommendations containing findings of fact and conclusions of law, prepare proposed final orders for the Secretary of the Cabinet, prepare monthly conference orders, prepare emergency relief reports, and other associated documents.
- Conduct research on substantive law issues arising under assigned cases or other matters.
- Attend trainings and conferences.
- Manage and track cases, including active cases, defaults, cases in abeyance, mediation, and cases scheduled for hearing and motion practice.
- Reliable, dedicated attorney licensed to practice law in the Commonwealth of Kentucky.
- Excellent legal writing and legal research skills.
- Excellent oral communications skills.
- Ability to preside over, control, and manage in-person and remote administrative hearings with multiple parties, counsel, and other participants.
- Self-motivated and excellent time management skills.
- Three years of experience practicing law or serving as a law clerk with a State or Federal judge following completion of law school.
- Two years of the required experience must be in a natural resources field.
