Position Overview:

We are seeking an experienced Enterprise Data, Knowledge, and Information Technology Manager to join our team at the Mark Center in Alexandria, VA. The successful candidate will provide support to the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in the oversight of cross-domain solutions to share data between security domains of different classifications, Service ownerships, interagency, or partner nations.

Key Responsibilities:

  • Participate in working groups and support activities that advance ODASD(CBD) strategic objectives to improve integration and trustworthiness of programmatic and financial data across the Planning, Programming, Budgeting, and Execution (PPBE), Joint Capabilities Integration and Development System (JCIDS), and Defense Acquisition System (DAS) processes.
  • Support knowledge management across the Chemical and Biological Defense Program (CBDP) Enterprise with agile and resilient defense information technology capabilities for predictive assessments of strategic risks.
  • Provide acquisition management expertise and consultation in support of software application and information systems that shape and inform the battlespace against chemical, biological, radiological, and nuclear (CBRN) threats.
  • Assist with the integration of information from non-CBRN nodes to support cross-domain solutions.
  • Improve and extend data management practices across the CBDP Enterprise to maximize the overall use of data in analysis, analytics, and decision making to improve mission outcomes.
  • Generate recommendations and outputs to support CBDP Enterprise activities and strategic documents/processes.
  • Provide technical analysis and recommendations on a common operating environment.

Required Qualifications:

  • Must possess an active TOP SECRET security clearance.
  • Bachelor's degree in a relevant field.
  • Experience with developing complex information systems and/or information technology capabilities.
  • Experience with knowledge management and developing data architectures.
  • Experience with the MS365 Suite, including Teams and SharePoint.
  • Experience with the requirements documentation process for knowledge management/information management systems.

Desired Qualifications:

  • Master's degree in a related discipline.
  • Experience working within the DoD Chemical and Biological Defense Program is highly desired.
  • Experience with computer programming languages (e.g., HTML, etc.) is highly desired.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification in information technology and/or system engineering.
