Job Title: Budget and Management Analyst

Cary, NC is seeking a highly skilled Budget and Management Analyst to join our team. As a key member of our organization, you will play a critical role in preparing and reviewing budgets, conducting financial forecasts, and providing recommendations to ensure fiscal responsibility and effective resource allocation.

Key Responsibilities:
  • Conduct high-level analytical work independently and in a team environment, collaborating with team members across all departments.
  • Perform responsible, professional work involving budget preparation, financial and operational analysis, internal project management, process improvement, and data collection, reporting, and analysis.
  • Forecast revenues, expenses, and fund balance, and manage modeling and data analytic tools to project and/or report on property tax rate, utility rates, debt, and more.
  • Analyze current and historical trends and develop dashboards and reporting to improve forecasting accuracy and visibility.
  • Prepare budget documents in accordance with state law and organizational preference.
  • Draft and/or edit staff reports directed to Town Council.
  • Prepare PowerPoint and/or other presentations directed to a variety of audiences, including internal, Council, and citizens.
  • Complete special studies and analytical projects for a wide range of internal and external audiences.
Requirements:
  • Thorough knowledge of the principles and practices of governmental budgeting.
  • General knowledge of the laws and regulations governing municipal financial practices and procedures.
  • General knowledge of research techniques and sources and availability of information.
  • General knowledge of revenue forecasting and expenditure analysis.
  • General knowledge of municipal administration and operations.
  • Thorough knowledge of Microsoft Office software.
  • Ability to analyze budgets, financial information, policies, and procedures and make recommendations.
  • Ability to work independently.
  • Ability to be organized and systematic in the work.
  • Ability to establish and maintain effective working relationships with department directors, supervisors, and employees.
  • Ability to express ideas clearly and effectively, orally and in writing.
Education and Experience:
  • Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in business administration, public administration, or a related field.
  • Considerable experience in public finance, budget administration, and/or complex financial reporting.
