About the Role

We are seeking a highly skilled Civil Engineering Site Inspector to join our team at Serco North America. As a Civil Engineering Site Inspector, you will play a critical role in supporting the Federal Emergency Management Agency (FEMA) Public Assistance (PA) recovery initiatives in Zone 2 across the Midwest.

Key Responsibilities
  • Review and analyze professional architectural/engineering reports and designs or as-built plans to ensure compliance with relevant codes and standards.
  • Develop scopes of work, including related code and standard requirements, to ensure accurate and efficient project delivery.
  • Validate applicant-provided scopes of work to ensure compliance with relevant codes and standards.
  • Develop and review cost estimates to ensure accurate and efficient project delivery.
  • Advise FEMA staff on the technical validity of claims presented under FEMA's arbitration process.
  • Testify as an expert witness on FEMA's behalf in arbitration hearings, as needed.
Qualifications
  • A bachelor's degree with 5 years of experience in a related field and professional registration, or a bachelor's degree with 10 years of experience in a related field.
  • 1-2 years of experience in site inspections of large commercial construction infrastructures.
  • 1-2 years of experience in site inspections in any of the following eligible types of work: restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and recreation centers.
  • The ability to obtain and maintain FEMA Public Trust.
  • A United States Citizenship.
  • The ability to maintain FEMA-specific trainings.
  • Microsoft Office skills.
  • The ability to deploy to any location in Zone 2 with a 24-48 hour notice after Task Order Award.
  • The ability to go on 6-12 month deployments at a minimum.
  • Comfortability and experience using a smartphone.
  • The ability to work independently, in a team environment, and under stressful conditions with tight deadlines.
Desired Experience and Skills
  • 2 years minimum of prior FEMA Public Assistance (PA) experience.
  • Experience managing site inspectors.
  • Knowledge of the FEMA Public Assistance Program/Policy.
  • Trained in the new Public Assistance delivery model, preferred.
  • Active FEMA badge.
  • PE - Professional Engineer.
