Key Responsibilities
  • Provide leadership and oversight to the Tribe's Planning and Community Development Department, ensuring alignment with the Tribe's cultural values, strategic goals, and regulatory requirements.
  • Oversee complex capital projects, program management, and budgetary and fiscal management, with a strong focus on procurement policies and community engagement.
  • Develop and implement departmental goals and objectives, making routine presentations to Tribal Council on project status and conducting public meetings as necessary.
  • Develop complex policies and Tribal ordinances in consultation with Tribal leadership and the Legal Department.
  • Coordinate the development of strategic plans and facilitate tribal-wide planning initiatives.
  • Oversee grants and federal funding contracts awarded to the Tribe for various programs within the Department's purview.
  • Set priorities and direction for grant writing and other funding development for the Tribe.
Requirements
  • Experience with BIA Roads and Real Estate, IHS Utilities, HUD Indian Housing, and WSDOT programs.
  • A high degree of integrity and a clear focus on customer service.
  • Demonstrated ability to work as a team leader to solve problems and develop implementation strategies.
  • Demonstrated ability to manage complex projects.
  • Experience in developing, understanding, and evaluating complex construction contracts.
  • Extensive experience in budgeting and financial management.
  • Ability to collect and analyze data and information and make recommendations based on that effort.
  • Exceptional communications and computer skills, ability to tailor presentations to a diverse audience.
  • Knowledge of facilities management, water system and wastewater reclamation and treatment plan operation, and the construction process.
  • Ability to read and understand construction plans and specifications.
  • Demonstrated ability to write scopes of work for contract services and develop program planning documents.
  • Demonstrated ability to write successful grant applications and project proposals for federal and state funding sources.
