Job Description and Duties

Under the general direction of the District 8 Deputy District Director for the Division of Right of Way and Land Surveys, the incumbent is responsible for the supervision of a team of professional and technical staff to achieve the most effective use of resources for Right of Way Appraisals, Acquisition, Condemnation and Project Coordination.

The incumbent is responsible for oversight and approval of all Right of Way activities as needed for project certification.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy.

Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises.

Special Requirements

Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) process.

Applicants must have a permanent civil service appointment with the Department of Transportation and meet the minimum qualifications by the final filing date to participate in the examination.

Minimum Qualifications:

Either I

Two years of experience in the California state service performing the duties of a Senior Right of Way Agent.

Or II

Experience: Five years of progressively responsible experience involving all major phases of the acquisition of rights of way for governmental or public utility use, two years of which must have been in a full supervisory or administrative capacity.

Education: Equivalent to graduation from college.

Examination Information:

This examination will utilize an evaluation of each candidate's experience and education (E&E) compared to a standard developed from the Class Specification.

For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678).

Selection Process

The selection process will consist of an evaluation of each candidate's experience and education compared to a standard developed from the Class Specification.

Candidates will be notified of their examination results and may be invited to participate in an interview or other assessment.

Appointment

The selected candidate will be appointed to the position and will be required to undergo a background check and other pre-employment screening.

Probationary Period

The selected candidate will be required to serve a probationary period of six months, during which time their performance will be evaluated and they will be subject to termination if they fail to meet the minimum qualifications or perform their duties satisfactorily.

Termination

Employees may be terminated for cause, including but not limited to, misconduct, incompetence, or failure to meet the minimum qualifications.
