Position Overview:

Leidos is in search of a Cryptographic Security Specialist to contribute to the Service, Management, Integration, and Transport (SMIT) Contract, which is a pivotal IT services initiative for the Navy.

As part of the SMIT Contract, the Leidos team is tasked with establishing the foundational infrastructure for the Navy-Marine Corps Intranet, which encompasses cybersecurity services, network operations, service desk support, and data transport solutions.

The ultimate goal is to assist the Navy in consolidating its shore-based networks and data management systems to enhance operational capabilities and service delivery while achieving significant cost savings through a unified enterprise network.


The selected candidate will act as the Cryptographic Services Specialist, providing support to the Transport Services Team and the Government's Cryptographic Service Owner.

The ideal candidate will have the expertise necessary for executing Cryptographic Services, engaging in a comprehensive array of information security activities and operations at an authorized security level across the organization.

Experience in supporting a wide range of programs related to information assurance and cybersecurity support is essential. This includes security configuration and management services, data protection, anti-virus measures, malware detection and protection, host-based and endpoint security solutions, as well as audit and accountability services.

Key Responsibilities:

  • Ensure adherence to and maintenance of the COMSEC requirements as outlined in the Department of the Navy (DON) COMSEC Policy and Procedures manual (CMS-1A), along with any additional directives from the COMSEC manager (KOAM).
  • Take responsibility for all COMSEC inventory issued, including In Line Network Encryptors (INE) and encryption equipment utilized or deployed at SMIT locations, covering remote sites, CONUS, and OCONUS. This encompasses implementations related to DSTB, Very Small Site Design (VSSD), Surge Kits, Executive Communication Kits, and NMCI-managed encryption devices, along with any future solutions employing cryptographic devices.
  • Oversee the deployment of COMSEC equipment, which includes configuration, installation, cabling, keying, and inventory management for new projects, end-of-life equipment, and technology refresh initiatives.
  • Direct and manage the inventory of cryptographic hardware and encryption electronic firefly and FTR keys. Participate in COMSEC inspections as mandated by the COMSEC CO/Director and COMSEC account manager (KOAM).
  • Safeguard any offline ready spare COMSEC equipment under Government and/or Contractor protection.
  • Provide training to local team members as secondary COMSEC Local Elements in the operation, configuration, safeguarding, and maintenance of COMSEC equipment and encryption keys.
  • Manage submitted requests utilizing the Request for Crypto Form SF153 and other pertinent COMSEC account documentation.
  • Ensure compliance with the DON as the designated COMSEC POC for cryptographic equipment related to deployments, repairs, and upgrades, while tracking the order to delivery process.
  • Oversee any firmware upgrades for INE devices listed on the COMSEC account.
  • Manage, monitor, and protect active encryption devices, whether in-network or accessed externally.
  • Maintain an up-to-date COMSEC LE file/Binder at all times.
  • Manage encryption devices using DoD authorized management monitoring tools and/or local console management capabilities.
  • Perform additional information security duties, including Trusted Agent (TA) Public Key Infrastructure (PKI) token issuance and PIN reset roles as necessary.

Physical Requirements:

  • Ability to lift and carry 50 lbs. for distances up to 100 feet; capable of lifting 25 lbs. vertically using ladders.
  • Must be able to work in confined spaces, such as raised floors or communications closets; capable of working in noisy environments, such as data centers and operations centers; able to stand or sit for 8 hours continuously.
  • Proficient in using basic hand tools such as screwdrivers and wrenches while rack mounting active and passive equipment using small screws and brackets.
  • Ability to distinguish different colors of wires and cables; capable of seeing objects and information displayed in schematics, test equipment, and computer monitors; able to judge distances between objects for safe work on ladders and in confined spaces; proficient in using and reading digital test equipment such as OTDR.
  • Must possess a valid state license to drive a corporate vehicle to various locations for project work and troubleshooting.
Qualifications:

  • A B.S. Degree and 4-8 years of relevant experience are required to operate within the expected scope, with a preference for candidates with 5+ years of relevant experience (relevant experience may substitute for a degree).
  • Must be a US Citizen with a DOD Secret Clearance, and clearable to Top Secret.
  • A DoD 8570 IAT Level II Certification is required, such as CompTIA Security + CE, ISC2 Systems Security Certified Practitioner (SSCP), or Cisco Certified Network Associate (CCNA)-Security.
  • Flexibility to work independently, with vendors, or in teams, sometimes across geographic regions and with members possessing varying levels of information security expertise.
  • Comprehensive knowledge of COMSEC regulations, including CMS-1A, CMS-3A, CMS-7, IA policies, and applicable regulations, policies, and procedures.
  • Demonstrated familiarity with NIST Information Technology Security Special Publications (SP) 800 series, particularly NIST SP 800-30, NIST 800-37, NIST 800-53a, NIST SP 800-61, NIST, DHS 4300A, and CBP Handbook D.
Preferred Qualifications:

  • A Bachelor's Degree in Computer Science, MIS, Business, or a related field, along with at least 8 years of relevant experience.
  • IAT III qualified in accordance with DoD 8570.
