Job Title: Stormwater Utility Service Analyst I

We are seeking a highly skilled and detail-oriented Stormwater Utility Service Analyst I to join our team at the City of Portland. As a key member of our Environmental Services department, you will play a critical role in supporting sewer and stormwater utility service billing and collections.

About the Role:
  • Work closely with BES Revenue Programs and Portland Water Bureau (PWB) Customer Service to ensure accurate and equitable calculation and application of service charges.
  • Utilize City-specific billing and collections technology, GIS, and general office software to maintain and edit the Bureau's Stormwater Billable Area GIS data.
  • Support the equity data analysis pertinent to our sewer and stormwater service charges.
  • Collaborate with the public, Bureau/Office management and staff, representatives of other public agencies, and others encountered in the course of work.
Requirements:
  • Knowledge of the principles of public administration, and administrative, organizational, and procedural analysis.
  • Ability to identify and analyze administrative, operational, financial, and organizational issues; evaluate alternatives; provide sound, logical, fact-based conclusions and present recommendations.
  • Ability to work with and analyze large amounts of data across multiple systems.
  • Experience performing analysis with ArcGIS is required.
  • Experience with Microsoft Power BI and Excel is preferred.
