Job Summary

We are seeking a highly skilled Mechanical Engineer to join our team at Naval Facilities Engineering Command. The successful candidate will be responsible for providing technical expertise in the design, construction, and maintenance of mechanical systems for our facilities.

Key Responsibilities
  • Review and analyze cost estimates, budgets, and contracting processes to ensure compliance with acquisition objectives.
  • Develop and implement complete working drawings and specifications for design bid build projects and Request for Proposal (RFP) for design build projects.
  • Provide design support prior to construction award and manage post-award aspects of construction projects.
  • Use energy modeling software to assist with producing proposed design drawings and specifications for mechanical and utility systems.
  • Advise multi-disciplinary teams on facility development products or services to ensure successful project execution.
  • Evaluate engineering design, construction, operation, maintenance, and repair of utilities equipment and systems to resolve any issues in a timely manner.
  • Write documentation to resolve disagreements concerning facilities engineering issues.
Requirements
  • Must possess a CURRENT Professional Engineer (PE) license issued from the District of Columbia, Guam, Puerto Rico, or any State in the U.S.
  • Must have at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:
    • Providing technical reviews of facilities construction drawings and specifications for mechanical adequacy, compliance with functional requirements, and conformity with standard engineering and construction practices.
    • Designing and developing layouts, construction drawings and specifications for facility mechanical systems such as heating, ventilating, and air-conditioning (HVAC), plumbing, utilities, fuel handling, and industrial ventilation.
    • Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids.
    • Providing pre- and post-award construction contract support.
Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management:

  • Successful completion of a professional engineering degree.
  • OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above).
