Job Summary

We are seeking a highly skilled Federal Grants Compliance Manager to join our team. The successful candidate will assist the Grants Manager/Project Director of Restricted Funds Program with accounts payable, financial analysis, financial statement preparation, financial audits and accounting system maintenance and training for federal and other grant awards.

Key Responsibilities
  • Review and approval of requisitions to ensure compliance with federal regulations.
  • Convert approved requisitions to purchase orders and send purchase orders to vendors based on preferences indicated in MUNIS ERP software.
  • Review, approve, and post budget amendments and budget transfer requests.
  • Ensure invoices are coded to the correct accounts.
  • Process invoices within 48 to 72 hours after delivery of goods and services.
  • Supervise procurement and inventory transactions.
  • Supervise payroll processing and time distribution.
  • Ensure fixed assets are flagged when approving requisitions.
  • Conduct periodic fixed assets audits to ensure accuracy of fixed assets records.
Requirements
  • Bachelor's Degree in Accounting, Finance, or Education.
  • Minimum 10 years working experience in grants management and/or accounting/finance field overseeing $75 million+ in grant funds.
  • Familiarity with Education Department General Administrative Regulations (EDGAR) Title 34-Education.
  • Experience and knowledge of 2 CFR Part 200-Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Experienced with OMB Uniform Guidance, Cost Accounting Standard (CAS).
  • Strong knowledge of contract and grant procedures and ability to apply principles, concepts and theories of accounting.
  • Thorough understanding of accounting systems and the impact on reporting, billing, and recovering costs.
  • Ability to independently analyze accounting transactions and reconcile financial information.
  • Strong analytical, technical, interpersonal, and organizational skills.
  • Ability to think and work independently as well as part of a team.
  • Ability to administer grant compliance and reporting requirements.
